Ho Chi Minh City has many difficult tasks, so in the near future it will change its approach and ways of working, encouraging everyone to be braver to work together to solve them, according to Secretary of the City Party Committee Tran Luu Quang.

This is the message shared by Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang during a meeting with university principals in the area on the occasion of the Vietnamese Teachers' Day (November 20) held on the evening of November 8.

The meeting was not only an opportunity for Ho Chi Minh City leaders to express their gratitude to the teaching staff, but also to listen to and respond to the recommendations and proposals of the principals in planning local development policies. Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang directly answered each question and issue raised by the university leaders.

As the first to speak, Prof. Dr. Nguyen Thi Thanh Mai, Vice President of Ho Chi Minh City National University, said that Ho Chi Minh City National University was assigned the responsibility of entering the top 100 global universities, carrying out the tasks of innovation, science and technology, and digital transformation.

Ms. Mai agreed that if Ho Chi Minh City wants to develop, connecting with universities is very important. In the stage of national development based on science, technology and innovation, there must be enough high-quality human resources, not only at university level but also at post-graduate level.

Currently, all universities must be autonomous, of which Ho Chi Minh City National University is the largest in scale, so it is very difficult to be autonomous. Ms. Mai committed to accompany Ho Chi Minh City in training high-quality human resources, and at the same time requested Ho Chi Minh City to provide financial support to schools in the area for 5 years.

In addition, the Vice President of Ho Chi Minh City National University also hopes that Ho Chi Minh City will be more determined to implement the 3-party linkage (school - enterprise - state), supporting Ho Chi Minh City National University in clearing land to invest in completing the urban area.

Answering this question, Secretary Tran Luu Quang said the goal of autonomy is very progressive, aiming to purify weak units, escape subsidies to grow, compete, and reach out to the ocean.

"Autonomy currently has many levels. I hope teachers will make more efforts to manage within the autonomy mechanism," Mr. Quang suggested. Ho Chi Minh City will support by ordering and training according to demand.

According to the Secretary of the Ho Chi Minh City Party Committee, the slogan "3 houses" sounds very nice and beautiful, but who specifically does what and who coordinates is sometimes unclear. "From many perspectives, teachers have the most conditions to do that. Whatever people need, we are ready, but we have to help with specific tasks," Mr. Quang added.

3 priorities of Ho Chi Minh City when handling public assets

Associate Professor Dr. Hoang Cong Gia Khanh, Principal of the University of Economics and Law, Ho Chi Minh City, said that in the process of making a project to manage public assets in the area, the school saw the intersection between asset groups and complex legal issues. After the merger, decentralization and management are very urgent, the policy of transferring public assets to health and education is very correct and timely.

"The issue is the transparent, effective and targeted transfer," Mr. Khanh said, and proposed that Ho Chi Minh City develop a set of criteria, principles, conditions and resolve legal problems, flexibly hand over assets and put them into use.

Regarding public assets, Secretary Tran Luu Quang said that the Standing Committee of the Ho Chi Minh City Party Committee has assigned a deputy secretary to focus on handling public assets. After the merger, Ho Chi Minh City is estimated to have about 20,000 public assets, with quite complicated legal issues in many groups.

In principle, Ho Chi Minh City gives top priority to healthcare and education . Next is to create concentrated green areas, because according to urban standards, the density of trees in Ho Chi Minh City must reach 15 m2 /person, but now it is only 0.57 m2 /person.

"This is the reason why Ho Chi Minh City immediately chose land plot No. 1 Ly Thai To to build a park, and at the same time continued to resolve the problem of the land plot next to Ben Nha Rong to create a public space," said Mr. Quang. After that, Ho Chi Minh City re-counted public assets, created a corresponding land fund when implementing public-private partnership projects (BT contracts, build-transfer).

Currently, Ho Chi Minh City has a policy of using some surplus buildings as universities. Overloaded hospitals with public land next to them should be transferred for expansion.

"The spirit will be to do things as quickly as possible to avoid waste. Healthcare and education will be the number one priority when dealing with public assets that Ho Chi Minh City is managing," Mr. Quang affirmed.

Ho Chi Minh City Development Steering Committee will be established.

Dr. Le Mai Lan, Vice President of Vingroup Corporation, Chairman of VinUni University Council, proposed the idea of ​​accompanying Ho Chi Minh City on the path of green transformation. Recently, VinUni cooperated with the Ho Chi Minh City Institute for Development Studies to research a project on reducing emissions by 15%, green economy by 20% and green jobs by 15%.

Ms. Lan pointed out that in reality, every year Ho Chi Minh City emits 35 - 40 million tons of CO2, mainly from the energy industry, transportation, and urban infrastructure, and if nothing is done, it will cost 3% of GDP to solve this problem.

Ms. Lan recommends that in the next 5-10 years, Ho Chi Minh City establishes a steering committee and a green transformation fund, in which public budget capital accounts for 15-20% (equivalent to 15,000-20,000 billion VND), the rest is mobilized from private sources and green bonds. Vingroup Corporation is ready to accompany in human resource training, technical support for clean energy projects, zero-emission transportation and circular urban areas.

Ms. Lan also suggested that Ho Chi Minh City develop a comprehensive circular electrification program and issue a strategy on green data and indicators (Green Data Hub).

Secretary Tran Luu Quang shared that Vingroup has done things that many people did not expect, with bold ideas. He added that in the near future, Ho Chi Minh City will establish a steering committee for city development headed by the Secretary of the City Party Committee, with each deputy secretary in charge of a number of areas, and green transformation will be in a subcommittee.

Currently, Ho Chi Minh City is connecting with the world's leading planners to redo the socio-economic and construction planning, expected to be completed by the end of 2026.

Mr. Tran Luu Quang said that we must think about the story of Ho Chi Minh City having global universities. This is a very admirable wish and intention and we can absolutely do it.

"We can do it step by step, until at some point international students will choose universities in Ho Chi Minh City to study, and return home to work," he said, adding that these are very encouraging ideas. At the same time, it is necessary to mobilize a team of scientists in Ho Chi Minh City to carry out major programs and plans.

Recently, the Department of Culture and Sports of Ho Chi Minh City came up with the idea of ​​a memorial for Covid-19 victims and received many emotional and concerned opinions about the city's development.

"We take these things as our belief and motivation to work," the Secretary of the Ho Chi Minh City Party Committee shared.

Regarding elderly care, Mr. Quang said that the proportion of elderly people in Ho Chi Minh City is large, many people from other places choose to live in the city when they retire. Ho Chi Minh City has a policy for hospitals to develop geriatric departments, reserve beautiful land for developing geriatrics, and build nursing homes.

He asked the Department of Culture and Sports to work with universities in the area to organize at least one trip per course for students to learn about Con Dao, and draft a program so that everyone can understand Con Dao.

"There have been people with extraordinary strength who have stood firm and overcome," Mr. Quang shared, at the same time informing that Ho Chi Minh City has a policy to build a green Con Dao.

In his concluding remarks, Secretary Tran Luu Quang said that in the near future, Ho Chi Minh City will have changes, especially changes in the way of doing things and approaches to difficult tasks, because doing things the old way is difficult to solve.

"We encourage people to be braver," he said, and commented that the current system has changed a lot, and if we can take advantage of it, there will be more conditions for Ho Chi Minh City to develop.

The head of the Ho Chi Minh City Party Committee hopes to listen more to the opinions of experts and scientists, and assigned the Ho Chi Minh City Institute for Development Studies to be the focal point for receiving information, classifying it, and giving initial advice and recommendations.

Ho Chi Minh City focuses on marine economy

Associate Professor Dr. Nguyen Huu Huy Nhut, Vice Principal in charge of Hoa Sen University, said that after the merger, Ho Chi Minh City will have a coastline of 89 km and the largest seaport system in the country.

After decades of development based on industry, services and urbanization, Ho Chi Minh City now faces the opportunity to develop a marine economy, change the growth model vision, and form a green economy, a circular economy and a knowledge economy.

"The sea is not only a resource but also a space for sustainable development," said Mr. Nhut, suggesting that Ho Chi Minh City focus on three pillars including ports, logistics, maritime services; coastal urban areas and green tourism; and a center for research and innovation in the marine economy.

Hoa Sen University wants to accompany Ho Chi Minh City in training human resources for the marine economy, together realizing the vision of the marine economy as the main driving force in the future.

Mr. Tran Luu Quang said during a working session with the Vietnam National Energy Industry Group (PVN) on November 9, Ho Chi Minh City discussed with PVN about hydrogen energy, testing buses and taxis running on liquid hydrogen. Ho Chi Minh City considers PVN a strategic partner in many things.

"Marine economy is a trend and we are quite slow so we need to focus on this field in the coming time," Mr. Quang acknowledged, and at the same time hoped that universities would answer three questions: how to do it, who will do it and where are the resources.
