Prime Minister Pham Minh Chinh expressed this while speaking at the groundbreaking ceremony for the construction of 72 boarding schools, primary and secondary schools in border communes across the country on November 9.
Contribute to strengthening national defense and security
The Prime Minister affirmed that our Party and State always consider education and training as a top national policy with a particularly important role, creating the foundation, forming and developing human personality, qualities and capacities, and being the decisive factor ensuring success in making breakthroughs in human resource development to serve the cause of building and defending the socialist Fatherland.
The Prime Minister reiterated that the Politburo has issued a Conclusion agreeing on the investment policy to build inter-level primary and secondary boarding schools in 248 land border communes; clearly identifying this as a key and important task to improve people's knowledge and human resource quality, creating a source of cadres from local ethnic groups and remote areas to contribute to improving the material and spiritual life of people in the border areas and to strengthen national defense and security.
In the immediate future, pilot investment and completion of construction or renovation of 100 schools in 2025, then continue to deploy on a large scale, completing the investment goal of building 248 schools in 2-3 years.

Implementing the Politburo's Conclusion and the direction of General Secretary To Lam, the Government and the Prime Minister have focused on leading and directing the Ministry of Education and Training, ministries, branches, functional agencies and border localities to urgently and resolutely implement.
The Ministry of Education and Training is assigned to preside over, review, amend and supplement relevant regulations, ensuring that students in land border communes enjoy appropriate boarding and semi-boarding policies; develop plans for teacher arrangement, training of ethnic language teachers, maintaining school operations and allowances for teachers; and have plans for schools nationwide to form sister schools with schools in border communes.
The Ministry of Construction is assigned to preside over the development of model designs for inter-level boarding schools so that localities can have a basis for reference and implementation in accordance with the locality and regional culture.
The Ministry of Finance is assigned to preside over balancing the central and local budgets and other legal funding sources, mainly the central budget.
People's Committees of border provinces review and adjust planning, are responsible for arranging land funds for school construction, ensuring technical infrastructure related to school construction, electricity, clean water, telecommunications, wastewater, traffic, ensuring safety and environmental sanitation;
Along with that, mobilize armed forces and youth union members in the area to implement the policy of investing in building and renovating schools, at the same time closely monitor the implementation, avoid loss, waste, negativity and have an effective exploitation plan after completing the investment in building schools.
Thanks to the efforts and drastic participation of the entire political system in implementing Conclusion 81 of the Politburo, 28 schools have been started up to now. Of these, General Secretary To Lam directly directed and attended the groundbreaking ceremony at two schools in Dien Bien and Nghe An provinces.

Improving the quality of comprehensive education in border areas
The Prime Minister expressed that we are very happy to witness the common joy spreading along the length of the Fatherland's border. Everywhere there are bright and excited eyes of teachers, students, parents and people witnessing the groundbreaking of primary and secondary boarding schools, contributing to spreading the spirit of humanity, benevolence and social responsibility in the journey of spreading knowledge to our border.
On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and warmly commended the Ministry of Education and Training, relevant ministries, branches and agencies, especially localities, construction units, teachers, students and people in border areas for their efforts, joint efforts and consensus in implementing this meaningful program.
The Prime Minister sincerely thanks organizations, businesses, individuals and philanthropists at home and abroad for always accompanying, contributing and supporting the implementation of the program.
To ensure the new schools are put into operation for the 2026-2027 school year (no later than August 2026), the Prime Minister requested the Minister of Education and Training, heads of relevant ministries and agencies, especially the Secretaries and Chairmen of border provinces, leaders of relevant departments, branches and sectors to directly direct, closely monitor, regularly inspect, urge, promptly remove difficulties and obstacles, strive to complete the projects on schedule, ensuring quality, technique and aesthetics.
The Prime Minister requested to prevent corruption, negativity, waste, loss, and unreasonable capital increase; and to improve the comprehensive education quality of schools in border areas.

"3 shifts 4 shifts" spirit
The Prime Minister suggested that it is necessary to focus investment on boarding schools that have been started and constructed with the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain, not losing to storms", "working during the day is not enough, working at night, working extra on holidays"; with the spirit of speed and boldness, complying with regulations, ensuring the right quality and completing on time.
"Each new school will be a place to sow letters, nurture knowledge, light up dreams, and realize aspirations; a symbol of the spirit of great national unity, the affection and responsibility of the Party, the State, and the people towards their compatriots and the border areas of the Fatherland," said the Prime Minister.
The Prime Minister requested Party committees at all levels, authorities, construction units, and relevant agencies to comply with the "5 guarantees" in investing and building schools, including: Ensuring quality and progress; ensuring site clearance and material sources; ensuring techniques, aesthetics, environmental sanitation, landscape, and labor safety; ensuring no corruption, negativity, loss, or waste;
At the same time, ensure that investment is effective, bringing practical benefits to students, teachers, parents and contributing to promoting the socio-economic development of the area.
The Prime Minister respectfully requested the Central Committee of the Vietnam Fatherland Front to continue calling on all organizations, businesses, entrepreneurs, philanthropists and the whole society to join hands in supporting the construction and renovation of schools in border communes in the spirit of "those who have a lot contribute a lot, those who have little contribute a little, those who have merit contribute merit, those who have money contribute, wherever is convenient, contribute there", all for the sake of beloved students.

Deep gratitude to teachers in remote, isolated, and border areas
On this occasion, the Prime Minister expressed his deep gratitude and appreciation to the team of teachers working in mountainous, remote, border and ethnic minority areas - the silent soldiers who bring letters to the farthest places, sowing seeds of faith and aspiration, those who have persistently stayed in the villages, sowed letters, and defended the country, with a very important, noble and glorious mission, with all their heart and sense of responsibility.
The Prime Minister cordially sends his best wishes to the beloved students in the border areas; hopes that they will study well, practice well, work hard, make efforts, overcome all difficulties, always preserve national identity, live with dreams, have great ambitions, aspire to rise up, contribute to building the homeland and country to be more and more prosperous, worthy of the attention of the Party, the State, of parents as well as of the people of the whole country.
The Prime Minister stated: We hope and believe that, with the spirit of "what is said is done, what is committed is done, what is done is done, what is done must have products that can be weighed, measured, counted, and quantified" and the drastic participation of the entire political system, the entire people, the entire army, especially the border localities, the program to build inter-level primary and secondary boarding schools in the mainland border communes will be a great success.
With the participation of the entire political system, with the regular and direct leadership of the Politburo and the Secretariat, headed by General Secretary To Lam, the participation of all levels, sectors, localities, businesses, entrepreneurs, parents, armed forces and other forces, we will achieve the results, goals and requirements set out, so that all children in border areas can study and be raised in a good environment and contribute to promoting the rapid and sustainable development of the beloved border areas of the Fatherland, contributing to the rapid and sustainable development of our country.

The Prime Minister expressed his joy at attending the groundbreaking ceremony in an exciting atmosphere of the whole country competing to achieve results to welcome the 14th National Congress of the Party; affirming that this is an event of profound political, social and humanistic significance, demonstrating the spirit of "The whole country looks towards the border, for the future of children of all ethnic groups".
