Da Nang City Border Guard launched a campaign to combat IUU fishing.

(Chinhphu.vn) - With the drastic participation of the entire political system and functional forces, Da Nang City has the highest determination to end IUU violations, protect sustainable aquatic resources, and enhance the reputation of Vietnamese seafood products in the international market.

On August 13th, the Da Nang City Border Guard Command, in coordination with relevant departments, agencies, and coastal localities, launched a high-intensity campaign against illegal, unreported, and unregulated (IUU) fishing, aiming to lift the European Commission's (EC) yellow card warning following its 5th inspection.

Colonel Hoang Van Man, Political Commissar of the Border Guard Command of Da Nang City, said that during the peak period from now until September, propaganda work is considered a key task. The Border Guard will advise the Party Committee and the government to guide fishermen in using the function of declaring entry and exit through the "fishing vessel control" system and the VNeID application; promote diverse forms of communication, and develop models of "solidarity and safety fishing boat groups" and "self-managed docks" to raise awareness and encourage fishermen to stay at sea in accordance with the law, contributing to the protection of maritime sovereignty .

Simultaneously, intelligence gathering, investigation, and verification will be implemented in a coordinated manner. Units will review and create management files for "high-risk" vessels violating foreign waters; monitor 100% of fishing vessels at sea via the VMS system; and strictly handle acts of sending or transporting monitoring equipment to other vessels, intentionally disconnecting VMS, or colluding to facilitate illegal fishing by fishermen.

Patrol and control forces will be deployed at river mouths, estuaries, coastal areas, and around islands to strictly control and resolutely prevent fishing vessels from departing if they do not meet the requirements regarding documentation and safety equipment. 100% of fishing vessels entering and leaving fishing ports must be inspected and verified; any violations will be severely punished and publicly reported in the media to deter future offenses.

The City Border Guard also strengthened coordination with the Police force, the Department of Marine and Fisheries, and the Tho Quang and Tam Quang fishing ports to control fishing vessels, trace the origin of seafood, and ensure compliance with Vietnamese law and international commitments, especially the PSMA Agreement.

The Command of the Border Guard Force of Da Nang City requires commanders of coastal and island units to be accountable to the Command for the results of combating IUU fishing; to regularly inspect, supervise, and promptly rectify shortcomings; and to mobilize maximum forces and resources in key areas such as Man Quang Bay, Da Nang Bay, An Hoa estuary, and Cua Lo estuary.

The People's Committee of Da Nang City has issued Directive 04/CT-UBND, requiring departments, agencies, and coastal districts to hold their leaders accountable for the results of combating IUU (Illegal, Unreported, and Unregulated) fishing. If violations occur that negatively impact efforts to lift the "yellow card," the head of the agency or unit will be held responsible before the Chairman of the People's Committee of Da Nang City. Coastal communes and wards must require fishermen to sign commitments not to violate regulations, properly mark fishing vessels, closely monitor the "three no" (no illegal fishing, no illegal fishing, no unregulated fishing) groups, and submit weekly and monthly reports.

According to the Da Nang City Department of Marine and Fisheries, as of July 31st, the city had completely resolved the issue of all 1,926 fishing vessels operating without registration, inspection, or fishing licenses, bringing them under official management. Currently, the city has 4,142 fishing vessels 6 meters or longer, of which 96.7% have been granted fishing licenses; 100% of fishing vessels 15 meters or longer have installed VMS equipment and are being closely monitored.
