On January 6th, in Hai Phong City, the Command of Military Region 3 held a conference to summarize military and national defense work in 2024. Lieutenant General Nguyen Quang Ngoc, Member of the Central Committee of the Communist Party of Vietnam, Member of the Central Military Commission, and Commander of Military Region 3, chaired the conference. Lieutenant General Nguyen Quang Cuong, Secretary of the Party Committee and Political Commissar of Military Region 3, also attended the conference.
In 2024, the Party Committee, the Command of Military Region 3, and Party committees and commanders at all levels closely coordinated with Party committees and local authorities in the region to focus on leading and directing the comprehensive completion of assigned tasks, with many tasks being completed well and excellently. Highlights include: strictly maintaining the combat readiness duty regime; reviewing, adjusting, and supplementing documents to closely match the situation and tasks, especially for newly merged, reorganized, and newly established units; coordinating with forces to closely manage airspace, sea areas, borders, inland areas, and cyberspace, ready to promptly handle situations and prevent passivity or surprise. In addition, they performed excellently in disaster prevention, control, and mitigation, contributing to maintaining political security, social order and safety, and building a strong foundation of public support; improving the quality of exercises and the mobility of agencies and units. Directing the organization of the Hoa Binh Provincial Defense Zone exercise, the Thai Binh Provincial Civil Defense exercise; the one-sided, two-level command and control exercise on maps and in the field for the Military Command of Hung Yen, Quang Ninh, and Hai Phong provinces; and practical and effective exercises of key units, including live-fire drills, ensuring safety. Local authorities directed the district-level, departmental-level, and sectoral defense zone and disaster prevention and rescue exercises with good results; participated in competitions and sports events organized by higher levels and achieved many high achievements; effectively managed and resolved troop morale; and effectively implemented policies and support for the military...
Concluding the conference, the Commander of Military Region 3 requested that Party committees and commanders of agencies and units strictly maintain combat readiness, continue to thoroughly understand and strictly implement directives and resolutions from higher levels; do a good job of preparing training grounds, practice areas, and training models and equipment, emphasizing comprehensive and in-depth training; and strengthen inspections of independently stationed units. He directed units and localities to effectively carry out the recruitment and conscription of citizens into the military, and organize the handover of recruits in 2025, ensuring sufficient targets, quality, and safety. He also instructed them to proactively coordinate with local Party committees and authorities to maintain political security and social order in the area, especially during the Lunar New Year of the Year of the Snake; manage and use land and national defense facilities in accordance with regulations; and implement the construction of combat facilities according to plan. The Provincial and City Military Commands advise local Party committees and authorities on investing funds and constructing national defense projects within the defense zone. They should organize well-planned activities to commemorate major holidays in 2025; prepare and organize Party congresses at all levels, leading up to the 10th Party Congress of the Military Region; improve the quality of political education and legal education for all personnel; and promote administrative reform, the development of e-government, and digital transformation throughout the Military Region.
Also at the conference, the Party Committee and the Command of Military Region 3 launched the "Determined to Win" emulation movement for 2025 with the theme: "Democracy, unity, discipline, creativity, and determination to win".
On this occasion, authorized by the Ministry of National Defense, the Commander of Military Region 3 awarded the Government's Emulation Flag to 1 collective; the Ministry of National Defense's Emulation Flag to 12 collectives; the Minister of National Defense's Certificate of Merit to 2 individuals; the Military Region 3 Command's Emulation Flag to 17 collectives; Certificates of Merit and Commendations from the Military Region 3 Party Committee to 2 Party organizations; the "Unit of Victory" title to 24 collectives; and the "Emulation Soldier" title to 11 individuals with outstanding achievements in the "Determined to Win" emulation movement in 2024.
