The Ministry of Public Security takes over drug rehabilitation and post-rehabilitation management.

On February 26th, the Ministry of Public Security held a nationwide online conference on the transfer of state management responsibilities for drug addiction treatment and post-treatment management from the Ministry of Labor, War Invalids and Social Affairs to the People's Public Security force.

At the conference, Lieutenant General Nguyen Van Vien, Director of the Department of Criminal Investigation of Drug Crimes (C04, Ministry of Public Security), stated that, in implementing the plan to reorganize and streamline the organizational structure of ministries, ministerial-level agencies, and government agencies, the function of state management of drug addiction treatment and post-treatment management has been transferred from the Ministry of Labor, Invalids and Social Affairs to the Ministry of Public Security. To date, the Ministry of Public Security has completed and issued the "Project for Receiving the State Management Task of Drug Addiction Treatment and Post-Treatment Management from the Ministry of Labor, Invalids and Social Affairs to the Ministry of Public Security," ready for the transfer from March 1, 2025.

Regarding state management functions, at the ministerial level, the Drug Crime Investigation Police Department is assigned; at the provincial level, the Drug Crime Investigation Police Department of the local police force is assigned. In terms of personnel, some personnel currently working directly at drug rehabilitation centers will be recruited; however, officials and employees working at the Department of Labor, War Invalids and Social Affairs and the District-level Department of Labor, War Invalids and Social Affairs will not be recruited.

Drug rehabilitation centers are team-level units under the Drug Crime Investigation Police Department; they have their own seals and bank accounts, and include: the Planning and Synthesis Team; the Trainee Management and Education/Vocational Training Team; and the Medical Team.

For localities with two or more drug rehabilitation centers, including those located in other localities, the principle is that the local police in the locality where the drug rehabilitation center is located will take over; simultaneously, the rehabilitation centers will be merged. Specifically, Hanoi merged 7 centers into 4, Ho Chi Minh City merged 3 centers into 2, Nghe An province merged 8 centers into 3, Thai Nguyen province merged 6 centers into 1, Hai Phong city merged 3 centers into 2, and the remaining localities merged 2 centers into 1. Thanh Hoa province will retain 2 centers.

The facility is performing multiple functions (drug rehabilitation, mental health treatment, social welfare, etc.) and receives the functions, facilities, and personnel to carry out drug addiction treatment. Other functions are directed and organized by the People's Committees of provinces and centrally-governed cities, which also develop plans for the allocation of facilities and personnel.

"When the 97 drug rehabilitation centers, currently equivalent to the Department level, are transferred to the police force for management, they will be transformed into 77 units at the Team level. Currently, only two localities still lack drug rehabilitation centers: Can Tho city and Kon Tum province," Lieutenant General Nguyen Van Vien stated.

Regarding personnel, according to Lieutenant General Nguyen Van Vien, the immediate priority is for local police forces to receive and sign fixed-term employment contracts. Subsequently, they will review the standards and conditions for signing indefinite-term employment contracts or recruiting and admitting personnel into the People's Police. Simultaneously, they will address the benefits and policies for civil servants and employees who are not recruited.

At the conference, Deputy Minister of Labour, Invalids and Social Affairs Nguyen Van Hoi (now Deputy Minister of the Ministry of Interior) and Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, signed a handover document for drug rehabilitation and post-rehabilitation management.

According to statistics from the Ministry of Public Security as of February 2025, the total number of people suspected of illegally using drugs, people illegally using drugs, drug addicts, and people under post-rehabilitation management nationwide is over 397,000. Of these, over 261,000 are in the community (accounting for 65.6%); and nearly 137,000 are in temporary detention centers, holding facilities, prisons, correctional facilities, and drug rehabilitation centers (accounting for 34.4%).

Nationwide, there are 97 drug rehabilitation centers in 60 localities, with 3 localities lacking any facilities: Kon Tum, Dak Nong, and Hau Giang. Many current facilities are overcrowded and dilapidated, failing to meet practical needs. In reality, there have been numerous incidents of rehabilitation trainees causing disturbances and escaping. The organizational structure and arrangement of the facilities are not synchronized or unified.
