This morning, December 12th, the Ministry of Education and Training officially commented on the issue of foreign university graduates not having their degrees recognized. The matter relates to complaints from some students of the London Academy of Design and Fashion in Hanoi (licensed as the London College of Fashion Design).
After completing the training program of Liverpool John Moores University at the London Academy of Design and Fashion in Hanoi , the students were awarded diplomas by Liverpool John Moores University. However, the Ministry of Education and Training did not recognize these diplomas.

The Ministry of Education and Training stated: "The Center for Diploma Recognition, Department of Quality Management, Ministry of Education and Training, received a request for diploma recognition from Ms. N.Th.Q. for recognition of a university degree awarded by Liverpool John Moores University. To have a basis for considering the recognition of the student's diploma, on October 6th, the Department of Quality Management sent Official Letter No. 1661/QLCL-CNVB to the training institution requesting information on the student's study program."
On October 10th, London Fashion College - Hanoi Co., Ltd. issued Document No. 10.10/2025/LCDF providing information about the study program of student N.Th.Q. Based on the information provided by the above-mentioned entity and in accordance with legal regulations, on October 28th, the Quality Management Department issued Document No. 1806/QLCL-CNVB announcing the results of processing the application regarding the university degree awarded by Liverpool John Moores University not meeting the requirements for recognition as stipulated in Circular No. 13/2021/TT-BGDĐT.
The Ministry of Education and Training explained: "The registration of joint training activities with foreign countries is carried out according to the regulations of the 2014 Vocational Education Law and related legal documents. However, to date, the London College of Design and Fashion has not been granted a registration certificate for joint training activities with foreign countries for any of its majors or professions."
According to the Ministry of Education and Training, in implementing the Vocational Education Law (promulgated in 2014) and Decree No. 143/2016/ND-CP, the Ministry of Labor, War Invalids and Social Affairs (formerly) issued guiding documents on the implementation of some contents regarding vocational education, including requiring vocational education institutions to convert training programs and vocational training operating licenses into vocational education activity registration certificates.
However, after reviewing the records from 2015 to the present, the General Department of Vocational Education (now the Department of Vocational Education and Continuing Education, Ministry of Education and Training) has not received any application from the London College of Design and Fashion to convert its vocational education registration certificate in accordance with the above regulations.
