
In his opening remarks, Deputy Minister of Education and Training Nguyen Van Phuc stated that the legal system and the legal workforce market are changing rapidly, requiring a workforce with superior professional competence, skills, and ethical qualities.
Therefore, the program is seen as a breakthrough aimed at standardizing everything from the institutional system, training program standards, and teaching staff to quality assurance conditions and accreditation mechanisms.
According to Deputy Minister Nguyen Van Phuc, many initial results are noteworthy, such as the gradual review and standardization of training programs at schools; the expansion of teaching methods towards simulation, case studies, and debate; the strengthening of quality assurance activities; and positive changes in the spirit of innovation and professional responsibility of the teaching staff.
However, Deputy Minister Nguyen Van Phuc also pointed out shortcomings that need to be addressed: the disparity in the quality of teaching staff among training institutions; the uneven level of connection with practice; limited capacity for digital transformation and electronic learning materials; and the fact that the progress of program accreditation is not commensurate with the requirements.
Through this, Deputy Minister Nguyen Van Phuc affirmed that the Ministry of Education and Training will continue to improve the legal system, strengthen training program standards, enhance inspection and supervision, promote international cooperation models, and support digital transformation in legal education.

The Deputy Minister urged training institutions to continue to uphold a sense of responsibility, innovate, and work closely with the Ministry of Education and Training to establish a high-quality legal training system by 2030, meeting the requirements of national development.
At the conference, Associate Professor, Dr. Tran Viet Dung, Vice Rector of Ho Chi Minh City University of Law, stated that legal education currently plays a particularly important role in the country's development in the context of deep international integration and strong digital transformation.
As the judicial reform process accelerates, the need for a team of lawyers, judges, prosecutors, inspectors, legal specialists, and legal advisors with solid professional qualifications, proficient professional skills, and exemplary professional ethics has become more urgent than ever.
Through this, it is expected that delegates and experts will contribute many practical initiatives to build a high-quality legal training system, ensuring the standardization of the teaching staff and effectively meeting the goals set by the Government and the Ministry of Education and Training.
