On the morning of December 1st, a representative from the Department of Higher Education, Ministry of Education and Training , stated that according to the draft regulations for university admissions in 2025, the Ministry of Education and Training plans to apply a minimum score for the Medical, Pharmaceutical, and Teacher Training fields. Accordingly, candidates must have academic results of "good" or higher in all three years of high school, or a graduation examination score of 8 or higher.
Some majors have lower minimum scores of 6.5 points or higher: Physical Education , Music Education, Fine Arts Education, Early Childhood Education (college level), and Nursing, Preventive Medicine, Midwifery, Dental Prosthetics Technology, Medical Laboratory Technology, Medical Imaging Technology, and Rehabilitation Technology.

The aforementioned minimum score will apply to both the academic transcript review method and the high school graduation exam score review method. Previously, the Ministry set separate minimum scores for these two groups, calculated based on the combination of three subjects.
"To ensure optimal fairness among groups of candidates in the 2025 admissions process, the Ministry of Education and Training plans to abolish the high school graduation exam score threshold, using only academic results and graduation exam scores as the minimum threshold for application consideration," this official said, adding that this proposed minimum threshold is higher than the current one – where candidates only need to have a good or excellent academic record in grade 12.
In addition, setting a minimum admission score based on the results of all three years is intended to have a positive impact on the teaching and learning process in high school.
The Ministry of Education and Training has implemented a common minimum admission score for the Medical, Pharmaceutical, and Teacher Training fields for the past 6-7 years, aiming to improve the quality of student intake for these two specialized groups.
For the past two years, the minimum passing score from the high school graduation exam for the Education major has been 18-19 for the three-subject combination, including priority points. For the 11 majors in the Medical and Pharmaceutical group, the minimum passing score is 19-22.5, with the highest scores in Medicine and Dentistry.
