As part of preparations for the 7th Session of the Vietnam-Angola Intergovernmental Committee on March 28th, on the morning of March 26th (local time), Minister of Education and Training Nguyen Kim Son, representing the Vietnamese Government, held a working meeting with Luísa Damião, Vice President of the People's Movement for the Liberation of Angola (MPLA).
Attending the working session were the Angolan Ambassador to Vietnam, Agostinho Fernandes, the Vietnamese Ambassador to Angola, Duong Chinh Chuc, and members of the Vietnamese Government delegation.
Vietnam-Angola cooperation needs to be strengthened in many areas.
During the meeting, Minister of Education and Training Nguyen Kim Son informed the Vice President of MPLA about the purpose of the visit and shared information about some of Vietnam's outstanding achievements after nearly 40 years of reform under the leadership of the Communist Party of Vietnam .

Affirming that Vietnam and Angola have a traditional friendship, Minister Nguyen Kim Son stated that this relationship needs to be further strengthened and cooperation enhanced in many fields in the future, especially in the areas of economics, investment, and agriculture.
Thanking the ruling party and the Government of Angola for supporting Vietnam in establishing official relations with the African Union as an observer, Minister Nguyen Kim Son also expressed his hope that Vietnam would serve as a bridge between Angola and African countries and ASEAN countries.
Sharing the same view as Minister Nguyen Kim Son, Ms. Luísa Damião, Vice President of MPLA, emphasized that this is a good time to strengthen Vietnam-Angola cooperation in many fields, and the visit of the Minister of Education and Training, representing the Vietnamese Government, is an important and significant milestone.
According to the Vice President of MPLA, besides attracting foreign investment, Angola is currently very interested in climate change response and poverty reduction, and therefore wishes to exchange and learn from Vietnam's experience in these areas.
The Vietnam-Angola Education Cooperation Agreement should be renewed soon.
Later that afternoon, Minister Nguyen Kim Son held a working meeting with the Minister of Higher Education, Science, Technology and Innovation of Angola, Maria do Rosário Bragança.

During the meeting, Angolan Minister Maria do Rosário Bragança summarized some highlights of cooperation in the field of education between the two countries in recent years, emphasizing that many generations of Angolans have been students of Vietnamese teachers. She also expressed her hope that, in the future, Vietnam would continue to support the training of university lecturers; share experiences in education management; methods of managing and operating research institutes and higher education institutions; and experience in evaluating the quality of education, etc.
Introducing some highlights of Vietnamese education, Minister Nguyen Kim Son also shared his views with his Angolan counterpart on strengthening educational cooperation between the two countries. Specifically, in 2024, it is necessary to soon re-sign the Agreement on Education Cooperation between the two Governments, which will outline more specific cooperation contents to meet the cooperation requirements of both sides in the new situation.
Angola requests Vietnam's support in training human resources.
Also on the afternoon of March 26th, during a meeting with Minister Nguyen Kim Son, Angolan Minister of Health Sílvia Lutucuta stated that health and education are two very closely related fields. Health cooperation between the two countries began many years ago, and Vietnamese health experts have provided significant support to Angola.

In the coming period, Minister Sílvia Lutucuta hopes that Vietnam will continue to send medical experts to work in Angola and help train medical personnel. In addition, Angola also hopes for Vietnam's support in areas that Angola is focusing on developing, such as traditional medicine and the pharmaceutical industry; and requests Vietnam's assistance in training human resources for Angola in areas where Vietnam has strengths.
Acknowledging Angola's proposals for cooperation in the health sector, Minister Nguyen Kim Son stated that he would soon discuss this matter with the Vietnamese Minister of Health. Regarding human resource training, the Minister of Education and Training requested the Angolan Ministry of Health to calculate and provide more specific requirements regarding the number of trainees, training specialties, etc. Based on this, the Minister will report back to the Vietnamese Government leaders for consideration and decision.
Angola has great potential for Vietnamese businesses to invest.
Earlier, on the evening of March 25th, upon arriving in Luanda, Minister Nguyen Kim Son held a meeting with Angola's Minister of Planning, Victor Hugo Guilherme.

Sharing key aspects of the Economic Development Plan for the period 2023-2027, as well as potential and investment opportunities in Angola, Minister Victor Hugo Guilherme emphasized that Angola always welcomes and is committed to providing complete information and creating favorable conditions for Vietnamese investors to cooperate and invest in Angola. Affirming that education is also a very important sector, the Angolan Minister of Planning expressed his hope that through this Intergovernmental Committee meeting, both sides will be able to formulate a cooperation plan for the future.
"With a young workforce and vast territory, I believe your country has much potential for development, not only in the agricultural sector," Minister Nguyen Kim Son remarked, and pledged to inform the Vietnamese business community about the promising investment opportunities in Angola.
The Vietnamese Minister of Education and Training also expects that the intergovernmental committee meeting on March 28th will be an opportunity for both sides to further strengthen cooperation in many areas in the future.
