Ministry of Justice promotes comprehensive digital transformation

The Ministry of Justice has just issued a Decision approving the Action Plan to implement Plan No. 02 of the Central Steering Committee on science, technology development, innovation and digital transformation on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system.

The Action Plan of the Ministry of Justice is implemented in 2 phases with clear objectives, in line with the requirements of restructuring the apparatus and promoting comprehensive digital transformation, in which the breakthrough phase (from July 1 to December 31, 2025) aims to overcome shortcomings in digital transformation of the Justice sector, perfect the shared digital platform, standardize and connect important databases, thereby improving the actual quality of online public services.

By the end of 2025, at least 80% of applications will be processed completely online.

From July 1, 100% of records and documents arising from work will be processed in an electronic environment; digitizing at least 30% of valuable historical archives will be completed in 2025, laying the foundation for completing the entire digitization of archives in 2026. Along with that, the application of advanced technologies such as artificial intelligence, big data, and virtual assistants in direction and operation will be promoted.

The goal is to strive by the end of 2025 for 100% of the Ministry of Justice's administrative procedures to be carried out regardless of administrative boundaries; 100% of procedures related to enterprises to be processed online, seamlessly; at least 80% of records to be processed completely online, with people only entering data once.

From now until the end of the year, the Ministry of Justice will coordinate with ministries, branches and the Government Office to review and amend specialized legal documents to fully recognize the legal value of records and results of electronic administrative procedure settlement, expected to be completed in September 2025.

The review and restructuring of administrative procedures from paper to electronic will be completed before December 20. The Ministry continues to promote the digitization of records and results of administrative procedures, ensuring that data is reused conveniently for people and businesses.

Platforms and information systems will also be upgraded to effectively maintain 3 online public services in the group of 25 full-services, provide group 982 services with a minimum of 1,000 records/year and deploy a group of 1,139 procedures with record components replaced by electronic data.

Perfecting the legal corridor on connection and data sharing

The Ministry of Justice will coordinate with the Ministry of Public Security, the Supreme People's Court, the Supreme People's Procuracy , and the Ministry of Science and Technology to develop a plan to connect and share judicial data with the National General Database at the National Data Center.

All data of the Ministry will be synchronized with the National General Database to reduce paperwork, shorten administrative procedures, and help people only need to declare information once. At the same time, the Ministry is also studying a mechanism to allow businesses to participate in deploying and providing public services of state agencies.

In addition, the Ministry also urgently completes and puts into use national and specialized databases on schedule, ensuring synchronization between physical infrastructure and the National Public Service Portal platform.

The civil status database and the national database on administrative violation handling will also be built, cleaned and put into operation according to the principle of "correctness - sufficient - cleanliness - living - unity - shared use". The cleaning and putting into operation of the civil status database and the national database on administrative violation handling will be completed before December 20.

The Ministry of Justice will coordinate with the Central Party Office to create and digitize a database on party organizations, party members, cadres and civil servants of the Ministry. Along with that, the information systems serving the activities and direction and administration of the Ministry will be connected and interconnected with the systems of the Party, National Assembly, Government, Fatherland Front, socio-political organizations, the Supreme People's Court and the Supreme People's Procuracy.

To ensure information security, the Ministry coordinates with the Ministry of Public Security, the Ministry of National Defense and the Ministry of Science and Technology to develop solutions to ensure network security for the data system, technical infrastructure and applications being deployed. At the same time, the Ministry also develops backup plans and incident response scenarios to ensure the system operates safely and uninterruptedly, providing the best service to people and businesses.
