According to a representative from the Department of Personnel Organization (Ministry of Culture , Sports and Tourism), on February 28, 2023, the State Council submitted Report No. 23/TTr-HĐNS10 to the Prime Minister (via the Central Emulation and Commendation Board) proposing the awarding of the title of People's Artist for the 10th time, which included the application for the title of People's Artist of Merit Pham Do Ky.
The Central Emulation and Commendation Board issued Notice No. 3211/TB-BTĐKT dated November 1, 2023, to the Ministry of Culture, Sports and Tourism - the permanent agency of the State Council, announcing the results of the assessment of the application for the 10th awarding of the title of People's Artist. In this notice, the Board submitted to the Prime Minister a proposal to temporarily postpone the application for the title of People's Artist of Merit Pham Do Ky due to a personal complaint and because he did not meet the eligibility criteria.
Based on the announcement from the Central Emulation and Commendation Board, the Ministry of Culture, Sports and Tourism has sent a letter to the grassroots council of the Department of Performing Arts informing them about the dossier of Meritorious Artist Pham Do Ky, in accordance with the content of the announcement from the Central Emulation and Commendation Board regarding the results of the dossier evaluation.
Regarding the handling of complaints related to the dossier of Meritorious Artist Pham Do Ky, a representative from the Department of Organization and Personnel stated that the verification of information in the complaints was carried out in accordance with the regulations and procedures issued by the Government Decree. All these procedures were transparent in terms of information.
"The Councils at all levels are very careful when reviewing each individual's file. Anyone who submits a complaint will have a Council formed to assess and verify the matter in detail. The nature of the complaint and its issues are reported specifically to the Council and carefully considered."
"It's absolutely not the case that every artist whose application is submitted has their file left unprocessed. This means that before submitting it to the Central Emulation and Commendation Board, the councils at all levels have completely resolved the applications related to Meritorious Artist Do Ky. They found that the file met the criteria for proposing him for the title of People's Artist," a representative from the Department of Organization and Personnel stated.
The Department of Personnel and Organization stated that, after the Ministry of Culture, Sports and Tourism sent a letter to the Department of Performing Arts informing them about the application of Meritorious Artist Pham Do Ky, the notification of the results and explanation to Meritorious Artist Do Ky when his application was halted was within the authority and responsibility of the Department of Performing Arts.

On the morning of November 22nd, speaking to VietNamNet, Meritorious Artist Do Ky expressed his shock and sadness upon receiving the notification that his application for the title of People's Artist had been rejected.
"I'm fortunate to have a job I love and to work hard for it; I'm not driven by fame or fortune, yet there are still people who are jealous and envious. The document shocked me because it's the first time someone has shown concern through a formal letter at such a sensitive time. In over 40 years in the profession, I've never been in a position where I have the power to decide everything. And yet now someone is sending me a letter," Meritorious Artist Do Ky expressed.
Meritorious Artist Do Ky stated that this announcement affects his reputation and honor, so he will investigate the matter thoroughly.
"I've been the subject of complaints or lawsuits, but no one has informed me of the content. Now I want to know what the content is and who I should contact to clarify the matter. If the content of the complaint is untrue, will the complainant be guilty of defamation?"
"This is not simply about halting my application for the title of People's Artist, but also about my honor and reputation. I am completely dissatisfied with the document that the Department of Performing Arts sent me," said Meritorious Artist Do Ky.
Meritorious Artist Do Ky stated that his application had gone through many rounds, and if there had been any violations serious enough to warrant disciplinary action, the Department of Performing Arts - which is the grassroots-level council - would not have considered and submitted his application to the ministerial-level council.
"I find it very difficult to understand why, upon receiving a complaint from someone, the authorities did not contact me to hear my explanation and clarify the matter. This makes me question the transparency of the review process," said Meritorious Artist Do Ky.
Meritorious Artist Do Ky held the position of Deputy Director of the Vietnam Drama Theater from 2001 to 2008, and staged a number of the Theater's typical plays such as: Blue Chrysanthemums on the Swamp (1999), Searching for the Unlost (2003), Soldier's Trifles (2005)... Most recently, in 2022, the male artist staged Thien Menh - a play that caused a big stir in the theater world.
Since 2008, Meritorious Artist Do Ky has worked at the Department of Performing Arts. In 2022, Meritorious Artist Do Ky officially retired.
