Hoa Binh Club unexpectedly withdraws, will be relegated to the third division.
In a letter sent to the VFF and VPF, Hoa Binh Club stated that it encountered several "force majeure factors affecting the team's plans, including: the team not representing Phu Tho province; the failure to establish a local organizing committee for matches in the 2025-2026 national professional league; and the requirement for the club to hand over to the province the facilities related to the team's activities (accommodation area, stadium, training ground) as concluded by the Phu Tho Provincial People's Committee at the meeting at 9:00 AM on September 7th)."
"Due to objective and unavoidable circumstances, Hoa Binh Club will not be able to participate in the National First Division and National Cup 2025-2026… after 4 years of participating in VFF and VPF tournaments," according to Hoa Binh Club. According to the disciplinary regulations issued by the VFF, the team will be relegated to the third division.
What are the remaining 12 first-place teams?
With Hoa Binh FC withdrawing, only 12 First Division teams will participate in the 2025-2026 season, including: Bac Ninh, Van Hien University, Dong Thap, Gia Dinh, Khatoco Khanh Hoa, Long An , Ho Chi Minh City FC, Ho Chi Minh City Youth (expected to be renamed Ho Chi Minh City Youth), PVF-CAND Youth, Truong Tuoi Dong Nai, Quang Ninh, and Quy Nhon United.

Prior to the start of the new season, there were reports that Hoa Binh FC would withdraw from the 2025-2026 National First Division League. However, on August 29th, the Hoa Binh FC leadership confirmed that the team would continue to participate normally in the new 2025-2026 season.
Even then, the Hoa Binh club's leadership had considered changing its name to Phu Tho club and choosing Viet Tri stadium as its home ground. However, the team's withdrawal came as a last-minute surprise to the national first division league.
According to Thanh Nien Newspaper's investigation, the National First Division organizing committee will urgently reorganize the draw ceremony on the morning of September 11th. It is expected that the number of teams participating in the 2025-2026 National First Division season will remain at 12. Previously, Dong Nai Club withdrew, while Binh Phuoc Club requested to change its name to Truong Tuoi Dong Nai.
No redraw of the National Cup.
The National Cup will not require a redraw. According to the schedule, Hoa Binh will play against the home team Khanh Hoa on September 12th. After the visiting team withdrew, Khanh Hoa advanced directly to the round of 16.
VPF stated: "Following the same procedure as the 2023 season, Saigon FC withdrew from the tournament before its start, and the organizing committee also decided not to redraw the National Cup. The 2025-2026 National Cup will feature 25 teams and 24 matches."
According to the plan, the 2025 National First Division football league will start on September 19, 2025 and will end on June 20, 2026. The 2025-2026 National Cup will begin its qualifying rounds on September 12 and the final will take place on June 28, 2026.
