A80 mark - the consensus power of the Capital

To carry out the A80 mission, Hanoi has mobilized the combined strength of the entire political system and the people. While the team of cadres, civil servants, public employees, union members and association members demonstrated a high sense of responsibility, enthusiasm and dedication to their work; the people of the capital also showed hospitality and sharing with humane, warm and affectionate actions.

Specifically, cadres, civil servants, public employees, union members, and association members in the political system from the City to the grassroots have completed a huge amount of work, ensuring quality and progress. Typically, the installation of a grandstand with more than 25,500 seats at Ba Dinh Square, Hanoi in a short time, ensuring good quality and safety. The City has arranged 252 vehicles to transport delegates, combined with electric cars to transport elderly delegates and veterans. Medical work has also been prepared in detail with hundreds of on-duty teams with the participation of more than 1,000 doctors and nurses. There are also thousands of cadres, workers and employees in the fields of environmental sanitation, electricity, water, telecommunications, etc. In particular, with the core role, cadres and soldiers of the Capital's armed forces have excellently completed their tasks, ensuring absolute security and safety, adding to the beauty of Uncle Ho's soldiers and the image of the Capital's police officers in the hearts of the people.

Faced with work requiring high quality, fast progress, and great pressure, the team of cadres, civil servants, public employees, and workers in the City's political system has affirmed their capacity, responsibility, professional working style and attitude, and high organization. Thanks to that, not only have they excellently completed their tasks and made great contributions to the success of the event, the Hanoi Party Committee and government have also shown a strong spirit of innovation and creativity, typically by proactively arranging the best viewing positions for veterans and people with meritorious services to the revolution; organizing "guest stations" as friendly stops, helping people to fully enjoy the atmosphere of the country's great festival.

In particular, as "hosts", Hanoi people have enthusiastically responded to the mobilization of the City Party Committee and government in common work. Dozens of families have participated in providing places to rest and use the restroom. A large number of Hanoians have voluntarily supported their compatriots in many forms, both materially and spiritually, leaving behind beautiful feelings...

New demands from practice

Building elegant and civilized Hanoians is a consistent task affirmed in the resolutions of the City Party Congresses over many terms. However, the implementation results have not met expectations, there are still limitations and inadequacies in the awareness and behavior of a number of cadres, civil servants and people.

The A80 event, from a positive perspective, reflects a change in the behavioral culture of Hanoians, from voluntary actions to keep the environment clean, give up seats for the elderly, support visitors from far away, to proactively providing accommodation and supporting participating forces. Those beauties are the result of persistent efforts in building Hanoian culture over the years.

Speaking at the concluding meeting of the Politburo with the Standing Committee of the Hanoi Party Committee to give opinions on the 18th Congress of the City Party Committee, term 2025 - 2030, General Secretary To Lam hoped that along with the goal of rapid and sustainable development, Hanoi must focus on promoting the unique cultural values of the capital with thousands of years of civilization and heroism, "Capital of conscience and human dignity"; building elegant, civilized, modern Hanoians rich in humanity; Hanoi must be a typical political and cultural center of the whole country; building the image of a green - smart - livable capital - attractive both domestically and internationally...

In the Draft Political Report submitted to the 18th City Party Congress, building elegant and civilized Hanoians continues to be one of the prominent contents, mentioned from many perspectives. In terms of viewpoint, the City identifies and takes Hanoian culture and people as endogenous resources and important driving forces. And one of the goals by 2030 is "building elegant, polite, loyal, civilized Hanoians, representing the culture, conscience and dignity of the Vietnamese people"; "Hanoi Capital is a city of Culture - Civilization - Modernity"...

It can be said that, along with the foundation and practical conditions, Hanoi also has a full political basis, especially the attention and strong direction of the Central Government, directly by General Secretary To Lam, on building elegant and civilized Hanoians. The problem now probably lies in the way of doing and organizing the implementation of all levels and sectors from the City down to the grassroots. The key is that the City must truly promote the "conductor" role of Party committees at all levels, especially the dedication of the leaders. On that basis, mobilize the participation of the entire political system and people to effectively implement Directive 30-CT/TU dated February 19, 2024 of the Standing Committee of the Hanoi Party Committee on "Strengthening the leadership of Party committees at all levels on building elegant and civilized Hanoians" as well as effectively utilizing the Capital Law (amended) - an important legal tool and sanction, capable of creating a breakthrough in building Hanoian culture.

The success of the A80 event with beautiful impressions of the behavioral culture of the people of the Capital shows that, if taking advantage of the opportunity and implementing solutions "at the right time, in the right place and in the right way", Hanoi will create a strong shift in building elegant and civilized Hanoians. This is a task of great significance, because building elegant and civilized Hanoians is an important driving force in the development strategy of the Capital "Cultured - Civilized - Modern".
