This result comes from the close leadership and direction of the Provincial Party Committee, People's Council, and People's Committee of Quang Tri province; along with the professional guidance of the Ho Chi Minh National Academy of Politics.
Standardization requirements for the new phase
Le Duan Political School of Quang Tri province was established under Decision No. 07-QD/TU dated July 1, 2025 of the Quang Tri Provincial Party Committee, on the basis of merging Quang Binh Political School and Le Duan Political School (old), marking an important adjustment step towards streamlining, efficiency and modernity.
During the 80-year journey of construction and development, the School has affirmed its role as a center for training and fostering both "red" and "specialized" leaders and managers, especially grassroots officials; participating in scientific research, summarizing practices, and consulting on policies and guidelines for the province.
Accordingly, standardizing and continuously improving the quality of all aspects of activities of Le Duan Political School in Quang Tri province is a key task in the new situation.
Promoting the glorious tradition and achievements, closely following the political task in building a level 1 political school according to Regulation No. 11-QD/TW dated May 19, 2021 of the Secretariat and Project No. 04-DA/TU dated August 26, 2025 of the Standing Committee of the Quang Tri Provincial Party Committee on building Le Duan Political School to meet level 1 standards by 2025 and level 2 standards by 2030 (before the merger, it was implemented according to 2 Projects of the two predecessor schools), the Party Committee and the Board of Directors of Le Duan Political School are determined and unanimous to build the School to meet level 1 standards by 2025 in a professional, scientific, modern and synchronous direction.
Development milestones
Up to now, Le Duan Political School is the first unit to be merged and recognized as a standard political school meeting level 1 standards according to Regulation No. 11 of the Central Party Secretariat.
Based on functions and tasks, in the process of building a level 1 political school, the school has divided into 2 main groups of tasks, including: The group of tasks undertaken by the school, in which the key is determined to be 29 criteria to improve the quality of the staff and lecturers, ensuring both meeting the standards and raising the level of the remaining criteria.
With the coordination task group, the school receives leadership and direction from the Provincial Party Committee, directly from the Provincial Party Committee Standing Committee, the People's Council, and the Provincial People's Committee; coordinates with relevant local departments, branches, and sectors on implementing the standard political school. The focus of this group is to create a legal corridor, regulations, and rules to both meet the standards and serve as a premise for activities in the following years.
Completing 6/6 groups of criteria with 55/55 specific criteria, of which 13/55 criteria exceeded level 1 standards, many criteria met and exceeded level 2 standards is a very remarkable achievement of the staff, civil servants and lecturers of Le Duan Political School. The school has organized many effective and innovative application models such as the "5 good" model: Good teaching, good scientific research, good management, good service and good learning.
Training and fostering model for local cadres of the Lao People's Democratic Republic. With a history from 2008 to present, it can be affirmed that Le Duan Political School of Quang Tri province is one of the provincial political schools that trains and fosters the most Lao students in the country.
The model of “3 activities, 1 goal” in scientific research (3 activities: scientific research topic-workshop-practical research with the same goal of advising and consulting on policies for localities). The model of temporary field trips to the grassroots aims to implement the policy of developing human resources and improving the quality of cadre work of the province.
From 2021 to 2025, the school has trained 77 intermediate political theory classes, with a total of more than 4,413 students; 89 training classes for specialists, senior specialists, department-level leaders, chairmen of people's committees, chairmen of people's councils, secretaries, deputy secretaries at commune level, reserve classes, target 4, classes on party work, mass organization work... with more than 8,300 students. Thereby, contributing to meeting the training and fostering needs of local and unit cadres and improving the quality of the province's cadre team.
Facilities and technical equipment are invested synchronously, gradually modernized with two facilities meeting the standards for teaching and scientific research activities, creating conditions to improve the effectiveness of school management. The Party school culture is systematically built, promoting exemplary behavior, standards and building a disciplined, friendly and responsible pedagogical environment.
The process of building Le Duan Political School to meet level 1 standards is still fundamentally favorable, because the task of training and fostering cadres is considered important by the Provincial Party Committee, which determines this as "the Party's fundamental work", so the school is directly led and closely directed by the Standing Committee of the Provincial Party Committee, ensuring the roadmap to level 1 standards while aiming towards level 2 standards.
Along with that are the advantages from the attention and professional guidance of the Board of Directors and units under the Ho Chi Minh National Academy of Politics; from the consensus and support of the entire political system in the province and the efforts, determination, solidarity and development of all cadres and civil servants of the school.
