Ministries and branches 'must keep their promises'

On the afternoon of January 25th, the Task Force for the implementation of Government Project 06 held a meeting to review and accelerate the progress of tasks implemented by ministries and agencies since the conference summarizing the first two years of Project 06 implementation, which took place at the end of December 2023.

Deputy Prime Minister Tran Luu Quang and Minister of Public Security To Lam - Head of the Task Force implementing Project 06 - co-chaired the meeting. Also attending the meeting were Minister of Home Affairs Pham Thi Thanh Tra, Minister of Justice Le Thanh Long, Minister of Education and Training Nguyen Kim Son, Deputy Minister of Public Security Nguyen Duy Ngoc - Permanent Deputy Head of the Task Force, and other members of the Task Force.

Government ministries and agencies should take the lead in registering identification codes.

The report presented at the meeting indicated that, since the conference summarizing the first two years of implementing Project 06, the ministries and agencies that are members of the Task Force have been actively implementing the tasks. In particular, the Ministry of Information and Communications has advised the Prime Minister to issue Decision No. 36/QD-TTg approving the Information and Communication Infrastructure Planning for the period 2021-2030, with a vision to 2050; and issued Decision No. 2568/QD-BTTTT on the architecture of Vietnam's e-Government version 3.0...

Regarding the tasks to be implemented, after the Vietnam e-Government Architecture Framework version 3.0 is available, ministries, sectors, and localities must reassess their information technology infrastructure to determine if it is ready to adopt version 3.0, and then develop an investment roadmap and propose funding sources. The Ministry of Information and Communications will organize inspections, provide guidance, and set deadlines for completing this task.

Regarding the Decree stipulating the list of national databases, the Ministry of Information and Communications is urged to promptly finalize the draft Decree based on the opinions of the Ministry of Justice and submit it to the Government before March 30, 2024, to ensure the implementation of the National Data Center.

Currently, there are 466 administrative procedures from 12 ministries and agencies that have not yet been implemented according to 19 government resolutions. These ministries and agencies need to urgently develop a roadmap for completing simplification and submit it to the Ministry of Justice before January 31, 2024, for compilation and submission to the Prime Minister in March 2024.

To facilitate the implementation of the Law on Identity Cards, which takes effect on July 1, 2024, the Ministry of Justice and the Government Office, in coordination with the Ministry of Public Security, are reviewing and finalizing the Decree detailing and guiding the implementation of the Law on Identity Cards, and the Decree replacing Decree No. 59/2022/ND-CP on electronic identification and authentication, to be submitted to the Prime Minister for signing and promulgation, to be completed before April 15, 2024.

Ministries and agencies need to take the lead in registering organizational identifiers and using them in electronic transactions, gradually forming a digital environment for organizations, to be completed in the second quarter of 2024.

Regarding public services, 13 public services from 8 ministries and agencies remain incomplete. These ministries and agencies need to restructure their processes and integrate the national population database into the national public service portal, completing this by the first quarter of 2024.

Regarding data sharing and connectivity, to date, 19 localities have implemented the digitization of civil registration data on the population database platform with 14.5 million data records; 450 out of 705 levels have completed the digitization of land data.

Speaking at the meeting, Deputy Prime Minister Tran Luu Quang requested continued efforts to remove obstacles related to the legal framework; accelerate the reduction of administrative procedures; build industry-specific databases; and standardize equipment and regulations for connecting and integrating databases…

To successfully implement the Project, the Deputy Prime Minister emphasized the need to overcome personal limitations, first and foremost by changing the way things are done and changing mindsets. Although this is the most difficult task, he stressed that "if you don't do it, you will be forced to."

Regarding the timeline and roadmap for completing the assigned tasks, the Deputy Prime Minister requested that ministries and agencies "keep their promises" and implement them decisively and synchronously; he also affirmed his readiness to hold meetings with ministries and agencies after working hours to resolve institutional obstacles. He assigned the Government Office to coordinate with the Standing Committee of the Task Force to review the tasks of ministries and agencies, and then compile and propose solutions to the obstacles that need to be removed.

Concluding the meeting, Minister To Lam requested that ministries and agencies continue to strengthen security and safety measures, as this is a very important issue; and to enhance proactive and effective guidance and training for officials and employees in ministries, agencies, and localities to proficiently implement digital skills, ensuring security and safety in the digitization, connection, use, and development of data...

The Minister also requested that ministries and agencies continue to accelerate the digitization of data connected to the National Population Database to serve socio-economic development, management, and administration by the government and leaders at all levels; and to closely coordinate with units of the Ministry of Public Security to integrate utilities onto VNeID to serve the people and businesses.
