The question and answer session of the National Assembly deputies and the Ministers did not evade, were responsible, practical, and focused on hot issues that voters nationwide were interested in. The chair conducted and led scientifically , flexibly, and adjusted the focus and key points in all situations... This is the general comment of voters in Hai Phong city after following the 5th Session of the 15th National Assembly on the morning of June 8.

Agreeing with the questions and assessments of some delegates regarding the logistics sector and the direct answer of the Minister of Transport Nguyen Van Thang, Mr. Phan Dinh Toan, Master of Economics, Ngo Quyen District, said that the highlight of the Vietnamese logistics service industry today is the high cost compared to the world average. The logistics infrastructure is not yet synchronized, the competitiveness is still limited, there is a lack of logistics centers, and many related procedures are inadequate.

Hai Phong with many potentials, favorable advantages, important economic exchange hub domestically and internationally, has always been one of the leading localities in the country in the field of logistics. Enterprises providing logistics services are operating and have made initial positive contributions to the economic, social and import-export development of Hai Phong city.

However, in reality, the "bottlenecks" are also very real difficulties that businesses have posed for Hai Phong in particular and for localities in general, requiring specific policies and strategies to anticipate the trend of forming a modern international logistics center.

According to Mr. Phan Dinh Toan, logistics activities are growing strongly and contributing positively to the development of the world economy in general and Vietnam in particular... To attract investment in developing the logistics service industry, localities need to make recommendations to the National Assembly and the Government to study, consider, and allow flexible mechanisms in setting out investment incentives, especially infrastructure (land lease terms, site clearance, taxes, preferential loans). At the same time, promote the development of logistics services, develop large logistics centers in the region; review the planning of small, decentralized warehouses, ICDs, and depots that waste space and cause traffic jams during rush hours, creating unfair competition.

The National Assembly and the Government direct competent authorities to continue to strengthen connectivity, develop reasonable modes of transport, maximize multimodal transport and logistics services; prioritize the connection of inland waterways with seaports on the basis of investing in the construction of inland waterway wharves to support seaports in seaport waters, and study and plan railway systems directly connecting to logistics centers and ports. The National Assembly and the Government direct localities and enterprises to improve the quality of human resources in logistics activities. Currently, human resources serving the logistics industry in localities are still seriously lacking and not uniform, so training institutions need to pay special attention and invest in this field of study. To develop high-quality human resources, the first thing to do is to attract qualified students with high entrance scores to the logistics industry.

Regarding the management of transport activities, Mr. Luu Thanh Dong, General Director of Hai Phong Metal Company, said that recently, the National Assembly and the Government have resolutely directed and issued many documents, Decrees, Circulars directing and guiding the Ministry of Transport, localities and units to strengthen the management of transport activities. However, the current general situation in localities is the lack of fair competition in passenger transport activities; functional units have not yet completely prevented the problem of missed trips and illegal vehicles.

At Thuong Ly bus station (Hong Bang district, Hai Phong), the situation of "illegal buses and bus stations" has not been completely resolved. Traffic Police teams - Hai Phong City Police, Traffic Inspectorate - Hai Phong Department of Transport continuously patrol and handle. However, in the absence of functional forces, "illegal buses", disguised contract buses, and "illegal bus stations" openly recur. This situation of unfair competition has caused difficulties and losses in the transportation business activities of enterprises operating at Thuong Ly bus station as well as other bus stations in the area.

Recently, the Hai Phong Department of Transport has also decided to suspend the operation of the route and revoke the vehicle badges of a number of units due to violations of regulations on automobile transport business on fixed routes for 60 consecutive days... The Department requires the violating transport units to return the badges to the Department of Transport within 7 days from the date of issuance of the decision; at the same time, organize a review to rectify the management of the transport operations department, and adjust the business plan accordingly. If there is a need to continue operating the route and using vehicles to participate in the transport business, the transport business unit must complete the procedures to register to operate the route according to the provisions of Decree No. 10/2020/ND-CP and reissue the badges according to the provisions of Clause 8, Article 1 of Decree No. 47/2022/ND-CP. The bus stations at both ends of the route do not process procedures for vehicles entering and leaving the bus station for the time slots and vehicles subject to suspension of operation on the above-mentioned route...

To gradually overcome the shortcomings in passenger transport by contracted cars and resolutely handle the situation of "illegal cars and bus stations", Mr. Luu Thanh Dong proposed that the National Assembly and the Government direct the Ministry of Transport to have regulations and sanctions strong enough to handle violations. Localities, relevant sectors and units should periodically inspect transport businesses according to their functions and tasks; resolutely revoke vehicle badges and suspend operations of businesses that do not meet the conditions and do not comply with the regulations of the Ministry of Transport as well as the general regulations of each locality.
