In recent years, the work of propagating and disseminating legal education (PBGDPL) for ethnic minorities has been focused on and strengthened by localities. The work of propagating and disseminating legal education (PBGDPL) for ethnic minorities has also been carried out creatively, in accordance with the characteristics and situation of ethnic minority and mountainous areas, thereby raising legal awareness among ethnic minorities, contributing to stabilizing security and order, promoting socio -economic development, and reducing poverty at the grassroots level.

Local authorities are focusing on disseminating and popularizing laws among ethnic minority communities.

Practical effectiveness of PBGDPL work

In Quang Ninh province, through various practical and effective forms and methods of propaganda, for many years, the ethnic minority communities in the province have no longer practiced outdated customs of valuing men over women or gender-based domestic violence. Ethnic minorities have improved their awareness of gender equality; maintaining security and order, and fostering solidarity within the community.

Up to now, over 95% of ethnic minority people have been propagandized and educated about the law. The work of mobilizing people to properly implement the Party and State's guidelines, policies and guidelines has been unanimously implemented by the entire political system.

In particular, the team of prestigious people among ethnic minorities has promoted the role of a bridge between the Party, the State and the People in informing, propagating and mobilizing people in the villages. Therefore, in the past 5 years, the number of petitions to higher levels has almost decreased; the number of successful mediation cases at the grassroots level has increased, contributing to maintaining community solidarity.

According to Mr. Voong A Tai, Party Cell Secretary, Head of Tan Son Village, Quang Tan Commune, Dam Ha District, all levels, sectors and localities always pay attention to propaganda work, legal dissemination and education, always taking the people as the main subject, innovating the content and form of propaganda, making it concise, easy to remember and with easy-to-understand images, suitable to the culture, customs and practices of each ethnic group. Thereby, timely conveying the Party's guidelines, policies and laws of the State to ethnic minorities, helping to improve people's understanding and awareness of the law.

In Tuyen Quang province, according to Ms. Vu Thi Minh Hien, Head of the Department of Law Enforcement, Inspection, and Dissemination of Legal Education, Tuyen Quang Provincial Department of Justice: The work of innovating the form and content of legal education and dissemination in the locality is receiving great attention. This includes building online platforms; using social media and multimedia; and creating dynamic interactive content in propaganda sessions.

From 2023 to present, the Department of Justice of Tuyen Quang province has organized over 50 legal propaganda sessions for 2,887 people in ethnic minority villages and communes in the province; compiled 13 types of legal propaganda leaflets, printed 205,400 copies to provide to people in ethnic minority areas; compiled 700 legal documents and situations (620 legal situations, 80 propaganda documents)... From these solutions, legal dissemination work has gradually become more effective, contributing to improving understanding and legal awareness among ethnic minorities.

Ms. Au Thi Nham, a Cao Lan ethnic minority woman from Cau Da village, Chi Thiet commune, Son Duong district, Tuyen Quang province, shared: "In recent times, we have regularly participated in legal awareness sessions integrated into village meetings or organized by functional agencies, sectors, and organizations in coordination with the local Party committee and government. Through these sessions, the legal awareness of our people has been significantly improved."

Continue to diversify propaganda forms

Recognizing the importance of legal education and dissemination for the people, especially ethnic minorities, in recent years, the Justice Departments of localities have proactively promoted propaganda work, innovated, and developed legal education plans for the community and ethnic minorities, bringing many practical results.

As in Tuyen Quang province, currently in the whole province there are more than 3,800 legal reporters and propagandists; including working cadres who are ethnic minorities. Every year, this force is trained to improve their knowledge and skills in legal dissemination, making an important contribution to conveying legal knowledge to the people.

Or in Soc Trang province, with the characteristic of being a province with a large Khmer population, Soc Trang promotes the role of monks, the Management Board of Khmer Theravada Buddhist pagodas, Archa, prestigious people, retired ethnic minority cadres, a team of reporters, propagandists and members of the Chinese Association...

In addition, the province also coordinated with relevant departments to select content and edit materials, including bilingual Vietnamese-Khmer content, for dissemination among ethnic minority communities.

According to the leaders of Soc Trang province, in order to promote the work of legal dissemination, in the coming time, the province will continue to innovate, improve the quality, effectiveness, diversify the content, forms, and measures of mobilization and legal dissemination among ethnic minorities. Use proactive and flexible forms of propaganda, provide complete, timely, accurate, easy-to-read, easy-to-understand information, with focus, key points, and content suitable to the needs, characteristics, customs, and traditional culture of ethnic minorities.
