Localities coordinate to direct tax management when eliminating lump-sum tax from 2026

The document clearly stated that the comprehensive conversion from the contract method to the declaration method is a major reform step to modernize tax management, enhance the initiative and self-awareness of taxpayers, and move towards a transparent, fair and taxpayer-centered public finance system. This is one of the key tasks in implementing Resolution No. 68 of the Politburo , Resolution No. 198/2025 of the National Assembly and the Government's resolutions on private economic development.

The Ministry of Finance requested the secretaries and chairmen of the People's Committees of provinces and cities to pay attention to leading and directing Party committees, authorities and relevant departments and branches in the area to closely coordinate with tax authorities, synchronously deploying tax management for business households and individuals. First of all, focus on promoting propaganda work, raising awareness of business households about the goals and significance of eliminating lump-sum tax, switching to self-declaration and tax payment. Along with that, local authorities need to coordinate with tax authorities to organize programs to support business households in the transition period, directly guide the declaration and payment of electronic taxes, use of electronic invoices, and non-cash payments. The Ministry of Finance also encourages technology organizations and enterprises to support invoice software and digital signatures, helping business households easily fulfill their tax obligations.

The Ministry of Finance recommends that localities strengthen connections and data sharing among departments and branches to form an integrated database serving tax management; strictly control revenue, and prevent tax losses during the transition period. Secretaries and Chairmen of People's Committees of provinces and cities pay attention to and direct People's Committees at all levels, departments, branches and branches to sign coordination regulations with tax authorities on implementing tax management for business households after the abolition of lump-sum tax; in which clearly define the implementation content and responsibilities of the coordinating parties...
