According to the National Center for Hydro-Meteorological Forecasting, from October 21-22, 2023, the northern part of the East Sea will experience northeasterly winds of force 6-7, gusting to force 9; the Gulf of Tonkin and the sea area from Quang Tri to Quang Ngai will have winds of force 5-6, gusting to force 7-8; and from Quang Ngai to Kien Giang , there will be scattered showers and thunderstorms, with the possibility of tornadoes and gusts of wind of force 7-8 during thunderstorms.

To proactively respond to strong winds at sea, the Standing Office of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Disaster Prevention, Search and Rescue in coastal districts and towns, and relevant agencies and units to closely monitor information and developments of strong winds at sea; inform captains and owners of vessels operating at sea to proactively take preventive measures and plan production accordingly, ensuring safety of people and property, and maintain communication to promptly handle any adverse situations that may occur.
At the same time, ensure that forces and resources are ready to deploy rescue and relief operations when necessary; organize a serious duty roster and regularly report to the Provincial Steering Committee for Disaster Prevention and Search and Rescue.
