Furthermore, from June 1st, the social insurance sector stopped issuing paper health insurance cards to participants, requiring the use of health insurance cards on digital platforms such as VssID and VNeID. The issuance of paper health insurance cards is only applicable to those who cannot install the VssID or VNeID applications and do not possess a chip-embedded citizen identity card.
Therefore, people can look up their card information on VssID or VNeID.
How to identify health insurance information
According to social insurance regulations, the benefit levels for health insurance participants continue to be indicated by the letters 1, 2, 3, 4, and 5. Corresponding to each letter, the health insurance fund will reimburse the health insurance participants for medical examination and treatment costs at the following levels:
- Symbol number 1: 100% of medical examination and treatment costs covered by health insurance are reimbursed, and there are no payment limits on certain drugs, chemicals, medical supplies, and technical services as stipulated by the Minister of Health regarding the list, rates, and conditions for payment of technical services .
The cost of transporting patients from district-level hospitals to higher-level hospitals in emergency cases or when patients undergoing inpatient treatment require transfer to a higher level of specialized medical care.
- Symbol number 2: 100% of medical examination and treatment costs covered by health insurance are reimbursed (with limitations on the reimbursement rate for certain drugs, chemicals, medical supplies , and technical services as stipulated by the Minister of Health).
The cost of transporting patients from district-level hospitals to higher-level hospitals in emergency cases or when patients undergoing inpatient treatment require transfer to a higher level of specialized medical care.
- Number 3: Covers 95% of medical examination and treatment costs within the scope of health insurance coverage (with limitations on the reimbursement rate for certain drugs, chemicals, medical supplies , and technical services as stipulated by the Minister of Health); 100% of medical examination and treatment costs at the commune level and costs for a single medical examination and treatment that are less than 15% of the basic monthly salary.
- Number 4: Covers 80% of medical examination and treatment costs within the scope of health insurance coverage (with limitations on the reimbursement rate for certain drugs, chemicals, medical supplies , and technical services as stipulated by the Minister of Health); 100% of medical examination and treatment costs at the commune level and costs for a single medical examination and treatment that are less than 15% of the basic monthly salary.
- Symbol number 5: 100% of medical examination and treatment costs are covered by the health insurance fund, including costs for medical examination and treatment outside the scope of health insurance coverage ; and transportation costs.

In addition to identifying their benefit level by the characters on their health insurance card, health insurance participants can also directly check their benefit level on the Vietnam Social Security system via the Vietnam Social Security link.
To make a lookup, health insurance cardholders must fill in all the required information to receive a response regarding their benefit level and related details.
Example: Full name: Nguyen Thi A, Date of birth..., Card validity period: From January 1, 2025 to December 31, 2025.
Benefits: 80% of medical examination and treatment costs covered by health insurance are reimbursed (with limitations on the reimbursement rate for certain drugs, chemicals, medical supplies, and technical services as stipulated by the Minister of Health); 100% of medical examination and treatment costs at the commune level and costs for a single medical examination and treatment are less than 15% of the basic monthly salary.
Or, more simply, on the VssID app, insured individuals can access the health insurance card section. Here, they will find complete information about their benefits when receiving medical treatment under health insurance .

The health insurance card code indicates the area of residence.
Besides the numerical code, the health insurance card will display a two-character code for the beneficiary's place of residence: K1/K2/K3
Specifically, the symbol K1 is the code for areas where ethnic minorities and people from poor households participating in health insurance reside in economically and socially disadvantaged regions as defined by law.
The code K2 represents the area where ethnic minorities and people from poor households participating in health insurance reside in regions with particularly difficult socio-economic conditions as defined by law.
The code K3 indicates the location where the health insurance participant resides in an island commune or district, as stipulated by law.
Based on the new health insurance card, the health insurance beneficiary can be identified through the card code. The level of health insurance coverage and the cardholder's place of residence can also be determined.
