Preliminary investigations indicate the video was posted by former convict Cho Shie Jie.

The Khmer Times reported on October 16 that the Cambodian Ministry of Interior is investigating a leaked video showing inmates drinking and singing karaoke in Prey Sar and PJ prisons in Phnom Penh.
Interior ministry spokesman Touch Sokhak said Deputy Prime Minister and Interior Minister Sar Sokha has instructed senior officials at the Ministry's Directorate of Prisons to investigate and monitor the video recently posted on social media.
According to Sokhak, preliminary investigations indicate that the video was filmed and posted on social media by a former convict who had been released after serving his sentence.
Specifically, the former convict, Cho Shie Jie (44 years old), a Taiwanese national, was sentenced to two years in prison by the Phnom Penh Metropolitan Court for drug trafficking after his arrest on May 24, 2022.
This prisoner was released from prison on May 24th after completing his sentence.
"To date, the inspection and investigation into the prisoners seen drinking alcohol and singing karaoke at Prey Sar and PJ prisons is not yet complete. Once finished, the Directorate General of Prisons will issue a public statement on whether the footage is new, old, or fake," Sokhak said.
"However, we suspect this is old footage that authorities have recently investigated and processed, but it has been reposted on social media," he added.
According to Sokhak, in order to combat all illegal activities in prisons, Deputy Prime Minister Sokha met with all senior officials of the General Directorate of Prisons on October 15th and instructed them to expedite the investigation and examination of the leaked footage, and to conclude the investigation as soon as possible to uncover the truth and inform the public.
