On September 9, 2025, the People's Committee of Trung Ly commune announced that Luc Phuc Thinh, born in 2017 in Tao village, was being treated at Thanh Hoa Children's Hospital and needed blood support for timely treatment. Upon learning the above information, Senior Lieutenant Le Duc Long, Deputy Head of Trung Ly Commune Police, did not hesitate to travel 200km from Trung Ly commune to quickly arrive at Thanh Hoa Children's Hospital to donate blood so that the child could continue his treatment.

Touched by the affection and noble gesture of Senior Lieutenant Le Duc Long for his family, Mr. Luc Van Thoai (Thinh's father) shared: My son has congenital anemia, the family has to periodically take him to Thanh Hoa Children's Hospital for blood transfusion. This time, due to the scarcity of blood, my family had to call on everyone to donate blood. Fortunately for the family, comrade Le Duc Long, Trung Ly Commune Police, traveled a long way to donate blood so that my son had enough blood for treatment. My family was very touched and thanked comrade Long.

It is known that many times before, Mr. Luc Van Thoai's family took their child to Thanh Hoa Children's Hospital for a blood transfusion and the Trung Ly Commune Police connected with the Thanh Hoa Provincial Police Youth Union to call for and mobilize union members and young people to donate blood so that Thinh would have enough blood for treatment.
