
According to the Department of Agriculture and Environment of Can Tho City, the World Bank is implementing the Integrated Climate Resilience for Sustainable Livelihoods in the Mekong Delta (ICRSL – WB9) project, which was carried out from 2019 to 2022 in Cu Lao Dung district (formerly Soc Trang province), now An Thanh and Cu Lao Dung communes (Can Tho City). The project aims to transform the production structure to suit ecological conditions, develop sustainable livelihoods, and adapt to climate change. The total investment for the project is over 942 billion VND, of which over 646 billion VND is from a World Bank loan and nearly 280 billion VND is counterpart funding.
The project involves establishing a concentrated aquaculture area of approximately 5,000 hectares, combined with coastal protection, mangrove forest restoration, irrigation and transportation infrastructure development, and the development of adaptive livelihood models. Many models have been effectively implemented, such as: ecological farming of tiger shrimp, cultivation of clams and snails under mangrove canopy, VietGAP farming for tiger shrimp and whiteleg shrimp, farming of goby fish; raising cattle, goats, and poultry using agricultural by-products; and planting salt-tolerant crops combined with ecotourism development.
These activities have significantly improved the ecological environment, reduced pollution, and increased income for the people. In terms of infrastructure, the project has completed items such as upgrading Route 933B, the sea and river dike system, electricity for production, and planting mangrove forests along the coast, contributing to minimizing damage from flooding and tidal surges, while promoting tourism, marine economy , and intra-regional transportation.
Currently, Can Tho City is carrying out procedures to prepare for investment in two projects under the Mekong Delta Sustainable Development Program adapting to climate change (MERIT – WB11), which are expected to be merged into a single MERIT-WB11 Can Tho City project, with a total estimated investment of 2,550 billion VND.
Ms. Mariam J. Sherman, World Bank Director for Vietnam, Cambodia, and Laos, East Asia and the Pacific region, highly appreciated ICRSL – WB9 for its practical benefits to the people and its suitability for climate change adaptation. She also stated that the World Bank will continue to work with the locality to implement the MERIT-WB11 project. The World Bank hopes that Can Tho City will set a deadline and complete the approval of the investment policy no later than April 2026 so that the World Bank can proceed with the next steps of the project.
Mr. Tran Chi Hung, Vice Chairman of the People's Committee of Can Tho City, highly appreciated and agreed with the World Bank's proposal, hoping that the World Bank would support the city in finding additional non-refundable ODA funding sources and expedite investment preparation procedures to soon start the project, contributing to the achievement of sustainable development and climate change adaptation goals in the Mekong Delta region.
