Warning, from now until the next 3 hours, the above areas will have showers and thunderstorms, then expand to Duong Noi, Ha Dong, Thanh Liet and other inner-city areas of Hanoi city. During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind.
Faced with the above weather conditions, Head of the Weather Forecast Department, National Center for Hydro-Meteorological Forecasting Nguyen Van Huong warned that thunderstorms, tornadoes, lightning, and strong gusts of wind pose a potential risk to people's lives and property. Tornadoes often occur with strong thunderstorms. When there are warnings of thunderstorms, people should take shelter in safe places in solidly built structures.
Along with that, the National Center for Hydro-Meteorological Forecasting assessed that in the evening and night of September 17, the area from Hue city to Lam Dong and the South will have scattered showers and thunderstorms with rainfall of 10-30 mm, locally heavy rain over 70 mm.
Warning of risk of heavy rain over 70 mm in 3 hours.
Areas to be on the lookout for thunderstorms are at risk of tornadoes, lightning, hail and strong gusts of wind. Localized heavy rains are likely to cause flash floods on small rivers and streams, landslides on steep slopes and flooding in low-lying areas:
Flash floods and landslides can have very negative impacts on the environment, threaten people's lives; cause local traffic congestion, affect the movement of vehicles; destroy civil and economic works, causing damage to production and socio-economic activities.
The hydrometeorological agency recommends that local authorities pay attention to reviewing bottlenecks and vulnerable locations in the area to take preventive and response measures.
To prevent flash floods and landslides, disaster prevention experts say that provinces and cities need to use structural and non-structural solutions.
Regarding engineering measures, provinces and cities need to plant and protect upstream protective forests, especially in areas that often cause flash floods, to protect the ecological environment, protect the vegetation cover, increase the water retention capacity of the basin, and limit the ability to concentrate flood flows. At the same time, build reservoirs to regulate floods in areas where flash floods often occur, clear flood drainage routes, build dikes, flash flood walls, divide flood flows, build additional spillways in reservoirs, etc.
For non-structural measures, localities need to create maps of flash flood risk zones (high risk; medium risk and areas with low risk of flash floods). This map is one of the important bases for localities to propose measures to prevent flash floods; land use planning to limit development in areas with high risk of flash floods. For residential areas that have developed without planning in the past, localities need to re-plan and resettle, moving people out of areas with high risk of flash floods and landslides.
