Warning to Director of Can Tho Dermatology Hospital

On October 25, the Director of Can Tho Department of Health decided to discipline Mr. Le Van Dat - Director of Can Tho Dermatology Hospital - with a warning.

Previously, following a citizen's complaint against Mr. Le Van Dat, Director of the Can Tho Dermatology Hospital, the Department of Health concluded on the allegations against the hospital director (in February 2025). Of these, 5 allegations were found to be true, and 2 were found to be partially true.

All the allegations are true and involve Mr. Le Van Dat as an individual.

Directing the import of cosmetics with invalid (suspected forged) documents into the hospital for use violates financial management principles. The hospital imported and used 12 cosmetic products that had not been issued product declaration forms by the Drug Administration of the Ministry of Health , thus violating the Law on Medical Examination and Treatment.

Regarding the suspected forgery of seals and signatures on product declaration forms, the Can Tho Police have initiated a criminal investigation to clarify the matter.

The complaint alleges "Abuse of position and authority to collude, cover up, and conceal professional misconduct," related to the technical procedures for applying microneedling (applying cosmetic products to the skin using needles) to clients at the dermatology department.

This behavior violates professional standards under the Law on Medical Examination and Treatment: using cosmetics not in accordance with the manufacturer's published instructions. The hospital director also bears responsibility for this.

The complaint alleges that "the hospital director abused his position and authority by instructing the personnel and administrative department to prevent access to hospital meeting minutes," causing internal disunity and hindering the management and operation of the board members.

The complaint alleges "Signing labor contracts that negatively impact the collective": the recruitment and signing of employment contracts were not carried out in accordance with regulations regarding personnel recruitment, and the responsibility lies with the head of the organization.

Regarding the accusation of "Hiring a doctor who did not have a practicing certificate but directly participated in medical examination and treatment": during his time as director, Mr. Dat hired Dr. M. to work at Can Tho Dermatology Hospital, directly participating in medical examination and treatment, even though Dr. M. did not have a practicing certificate.

Following the conclusion of the Department of Health, further complaints regarding violations related to Mr. Le Van Dat were sent to the People's Committee of Can Tho City. The People's Committee of Can Tho City issued a document responding to the complaints and concluding on the violations committed by Mr. Dat.
