As the transition from the Year of the Dragon 2024 to the Year of the Snake 2025 approaches, the Quang Nam Department of Transport Inspectorate has deployed additional personnel to Chu Lai Airport to inspect the operating conditions of passenger transport vehicles entering and exiting the airport. This is aimed at detecting, penalizing, and preventing the use of unlicensed vehicles and vehicles that do not meet safety standards for passenger transport. The inspection force is also intensifying checks at bus stations, passenger transport businesses, and other transportation hubs.
According to Mr. Truong Van Son, Chief Inspector of the Department of Transport, the unit is tasked with coordinating with the Department of Transport Management, Vehicles and Drivers to inspect the declaration of transport fares, the posting of fares on vehicles, and the collection of fares. A comprehensive inspection at ticket agencies aims to strictly handle illegal fare increases. Using technology, inspectors utilize data extracted from vehicle tracking devices and cameras installed on commercial transport vehicles to detect, prevent, and handle violations (regarding data transmission, vehicle routes, speed, driver working hours, and carrying more passengers than permitted).
Previously, the Inspectorate of the Department of Transport conducted a comprehensive inspection of provincial roads; district roads; urban roads; national highways 14D, 14B, 14E, 24C, 40B, 14H; Ho Chi Minh Highway and National Highway 1 passing through Quang Nam province, focusing on illegal encroachment and use of roadbeds, sidewalks and road safety corridors, occupying sidewalks and roadbeds for markets, displaying goods, placing signs and advertisements for business purposes, and stockpiling construction materials.
“Through road inspections, we have requested that units that have completed construction projects and are currently operating them must remove materials, tools, signs, barriers, and restore the road to its original condition. Any projects that are still unfinished must temporarily cease construction at least 3 days before the Tet holiday, and must fully implement measures to ensure the safety of people's travel,” Mr. Truong Van Son shared.
Through road inspections and checks, authorities also detect and report damage to traffic infrastructure and locations causing traffic safety hazards, so that the Department of Transport can issue written requests to the managing contractor and road maintenance unit to promptly repair damaged signs, markers, guardrails, fill potholes, clear drainage ditches, repair road shoulders, repaint faded center lines, etc.
Tighten control over waterways.
During the peak of the Tet holiday transportation campaign, officials, employees, and workers of the Inspectorate of the Department of Transport were assigned the task of continuing to intensify propaganda work at inland waterway terminals and cross-river passenger terminals where passenger demand is high.
Inspector Thai Minh Hoang, in charge of the northern area of Quang Nam province, said that the specialized team has inspected all wharves in Dai Loc, Duy Xuyen, Que Son, and Dien Ban districts in recent days. Authorities have instructed boat drivers and owners to carry only the permitted tonnage and strictly comply with regulations on safety and conditions for waterway transportation business.
At river crossings, especially at ferry terminals and inland waterway vessels serving tourism and festivals, the Inspectorate of the Department of Transport focuses on checking compliance with regulations on epidemic prevention, ensuring the availability of life-saving equipment, carrying the correct number of passengers, and fire prevention on board.
According to Mr. Truong Van Son, the unit's leadership has instructed the task forces to resolutely suspend the operation of illegal ferry crossings, passenger vessels that do not meet safety standards, violate regulations on registration and inspection, lack sufficient life-saving equipment, and whose operators do not have appropriate professional licenses or certificates…
The Inspectorate of the Department of Transport also urged the People's Committees of communes with river ferry terminals to strengthen their responsibility in ensuring traffic safety at these terminals. The unit coordinated with functional forces to ensure traffic safety at inland waterway terminals; and developed plans to arrange and regulate the entry and exit of vehicles to pick up and drop off passengers in a reasonable manner to avoid congestion or collisions in the terminal area.
Authorities will also inspect and monitor compliance with regulations on fares and the posting of passenger transport fares by inland waterway terminal owners and inland waterway vessel owners; preventing arbitrary price increases, speculation, ticket trading, and soliciting of passengers during the Tet holiday.
The Inspectorate of the Department of Transport requested that inland waterway passenger transport businesses strictly maintain order and tidiness at inland waterway terminals; take measures to combat ticket scalping that disrupts social order; and provide preferential policies and support for passengers with disabilities and the elderly when using transportation. They also requested that they promote and improve the professional conduct and ethics of crew members and vehicle operators, ensuring strict compliance with legal regulations; instruct passengers on the use of life-saving equipment; and carry only the permitted number of passengers.
