On October 1, the Government Office announced the direction of Deputy Prime Minister Tran Hong Ha at a meeting on the proposal to adjust the investment policy of the Tuyen Quang - Ha Giang expressway (phase 1) through Tuyen Quang province.

The conclusion announcement clearly stated the adjustment of the investment policy of the Tuyen Quang - Ha Giang Expressway Project (Phase 1), the section passing through Tuyen Quang province: The People's Committee of Tuyen Quang province proposed to adjust the investment policy to 4 lanes, which is necessary, in accordance with the National Technical Regulations on Expressways (minimum scale of 4 lanes); The People's Council of Tuyen Quang province will decide to adjust the Tuyen Quang - Ha Giang Expressway to 4 lanes according to the opinions of the Ministry of Planning and Investment and the Ministry of Justice .

The project will be implemented with the capital source of increased central budget revenue in 2023 for the first 22 km section and medium-term public investment capital in 2026-2030 for the remaining sections, in which it is noted to calculate the investment plan in stages to ensure savings and avoid waste when investing in expansion. The People's Committee of Tuyen Quang province is responsible for the scope and scale of staged investment, in accordance with the capital balance capacity.

The Deputy Prime Minister assigned the Ministry of Planning and Investment to guide the People's Committee of Tuyen Quang province to adjust the project's investment policy in accordance with capital balance capacity and legal regulations; the Ministry of Transport to guide the People's Committee of Tuyen Quang province on technical issues, investment phases, and ensuring the route is open by 2025.
