This activity aims to update international experience and practices in resolving disputes related to the origin of goods for officials of State management agencies from the Ministry of Industry and Trade, the Ministry of Finance , agencies and organizations issuing certificates of origin (C/O) and the Department of Industry and Trade of provinces and centrally run cities.
The workshop featured presentations by leading international experts in the field of origin of goods from the United Nations Conference on Trade and Development (UNCTAD), the Advisory Centre on WTO Law (ACWL), Akin Gump Law Firm, the International Coffee Organization (ICO), and the South African Chamber of Commerce and Industry (SACCI).
In his opening speech, Ambassador Mai Phan Dung, Head of the Delegation, said that the organization of the workshop demonstrated Vietnam's proactiveness in improving its capacity to enforce rules of origin, thereby contributing to the serious and effective implementation of international trade commitments, especially in the context of the world situation with many challenges for trade and global supply chains.
Ms. Trinh Thi Thu Hien, Deputy Director of the Import-Export Department, emphasized the fundamental role of rules of origin in international trade, affirmed the importance of improving the capacity of officials implementing rules of origin of goods in the context of deep integration, and highly appreciated the coordination between the Delegation and the Department.
According to Ms. Hien, since joining the WTO in 2007, Vietnam has built a legal basis on the origin of goods in accordance with international standards. Earlier this year, Vietnam announced an update on non-preferential rules of origin to the WTO, reaffirming its commitment to transparency and cooperation with WTO members.
The workshop has practical significance in improving the expertise, professionalism and practical experience of C/O issuing officers, especially in the context that localities are urgently implementing decentralization and delegation of authority in the field of goods origin according to Circular No. 40/2025/TT-BCT dated June 22, 2025 of the Minister of Industry and Trade regulating the issuance of C/O and written approval for traders to self-certify the origin of exported goods according to Decree No. 146/2025/ND-CP.
Based on the sharing from international experts, representatives of specialized units directly exchanged and discussed the international cooperation mechanism as well as practical difficulties in the process of granting C/O. The specific answers of experts contributed to improving the knowledge, skills and confidence of the staff in the implementation of rules of origin of goods, ensuring transparent and fair state management of goods origin, effectively serving import-export activities and international economic integration of Vietnam.

In his closing remarks at the workshop, Counsellor Pham Quang Huy, Deputy Head of the Vietnamese Mission in Geneva, said that transparent and clear rules of origin help shape Vietnam as a safe and reliable destination for investment. The current trend is for countries to tighten regulations and control over the issue of origin of goods, so resolving this issue will help avoid trade disputes.
