Sharing tax management experience with the Lao Tax Delegation.

During the meeting with the delegation, Mr. Nguyen Tien Truong, Head of the Hai Phong City Tax Department, affirmed that this was a very good opportunity for the two tax agencies to share practical information on tax management in both countries.

During the meeting, Mr. Nguyen Tien Truong expressed his honor in welcoming the delegation from the Lao Tax Department, led by Mr. Khamphanh Phantoulack, Director of the Lao Tax Department, to visit and exchange experiences in the management of personal income tax.

Sharing information about socio-economic conditions and tax management in Hai Phong City, Mr. Nguyen Tien Truong said that in recent years, with key drivers such as seaports, industry, services, and the merger of Hai Phong and Hai Duong, the city has strengthened its production and business potential and has made very clear progress, despite also experiencing quite serious natural disasters such as storms and floods.

Thanks to the efforts of all levels of government and the determination of the people in overcoming difficulties, Hai Phong's economy is developing quite strongly and is among the top in the country in terms of scale (after Ho Chi Minh City and Hanoi), with a high GRDP growth rate, attracting large investments, with the goal of becoming a port city of Southeast Asian stature.

"In the context of rapid socio-economic development, e-commerce, the digital economy, and the emergence of new business models, digital transformation is a mandatory and urgent requirement to improve the effectiveness and efficiency of tax management. We have strengthened leadership and guidance for tax units in the city to focus on simultaneously implementing the tax management system, paying particular attention to creating favorable conditions for people and businesses to fulfill their tax obligations to the State," Mr. Nguyen Tien Truong shared.

During the meeting, Mr. Khamphanh Phantoulack stated that the Lao tax authority is currently undergoing a transformation towards electronic management. Therefore, Vietnam's experience in digital transformation of tax management processes in general is very valuable, and the Lao Tax Department wishes to share it, thereby contributing to the modernization of tax management in Laos.

According to the Director, during this field survey on personal income tax, the delegation proposed that the Hai Phong City Tax Department share information on personal income tax management, including: issuing personal tax identification numbers (PTINs); establishing a mechanism for inter-agency coordination and information exchange; promoting the transformation and application of modern technology in personal income tax management, especially sharing basic information on the automated personal income tax refund conversion method that the Vietnamese tax sector is implementing very successfully.

During the exchange sessions, the City Tax Department's leadership and the leaders of the various tax offices and branches shared their experiences in administrative procedure reform, information technology application, tax management for individuals, and taxpayer support. The two tax agencies engaged in open discussions, sharing practical information and modern tax management solutions.
