
Tax officials provided dedicated guidance to business households on switching to tax declaration.
Da Nang City Tax Department is determined to abolish lump-sum tax before January 1, 2026.
Over the course of more than a month of implementing the "60-day intensive campaign to transition from lump-sum tax to declaration-based tax," Da Nang City Tax Department organized many coordinated activities, from propaganda and training to direct support at the grassroots level, aiming to help business households access the tax declaration model in the easiest and most convenient way.
Speaking with reporters, Mr. Ngo Dinh Hung, Deputy Head of the Da Nang City Tax Department, said that in accordance with the directives of the Tax Department and the City People's Committee, from November 1, 2025, the Da Nang City Tax Department officially launched the "60-day intensive plan to convert from lump-sum tax to declaration tax for business households," with the determination to complete the elimination of lump-sum tax before January 1, 2026.
Accordingly, the Da Nang City Tax Department proactively advised the City People's Committee to issue directives for the implementation of the project. Specifically, on November 14, 2025, the Da Nang City People's Committee issued Document No. 3826 on strengthening propaganda and support for business households when abolishing lump-sum tax and providing financial support for the project implementation; and simultaneously issued Plan No. 169 on the implementation of the Project "Transforming the model and method of tax management for business households when abolishing lump-sum tax".
Simultaneously, the city is accelerating the deployment of electronic invoices generated from cash registers throughout the area, considering this a key solution to support business households in declaring and recording revenue fully and transparently.
From the outset, the Da Nang City Tax Department implemented the plan decisively, synchronously, and in an organized manner. Specifically, a series of documents were issued to establish a Steering Committee and a Task Force, while also advising the City People's Committee to direct relevant departments, agencies, the press, and the People's Committees of communes and wards to coordinate the implementation.
This system of documents has established a unified guiding framework across the entire area, clearly defining the content of tasks, the lead unit, coordinating units, implementation time, and the expected results.
"Hands-on guidance," providing practical support to household businesses.
To date, Da Nang City Tax Department has organized 58 training conferences, with the participation of 12,448 business households, focusing on detailed guidance on tax declaration, the use of electronic invoices, and the policy of transforming the tax management model.
Not stopping at the conference, the tax officials went directly to the localities, traditional markets, and commercial streets to support and guide business households, even outside of business hours and on weekends.
Through these activities, the tax authorities have guided more than 48,600 business households to install and use the eTax Mobile application, reaching nearly 90% of the households required to install it. At the same time, the unit has completed the survey, collection, and verification of information for 89,037 business households, achieving 100% of the total number of households under its management.
Notably, the Da Nang City Tax Department has collaborated with 16 software providers, 9 tax agencies, and 13 commercial banks to support business households through a "hands-on" approach. From registration and issuance of electronic invoices to operating POS machines and cash registers, all technological solutions are guided specifically and practically according to the business needs of each household.
As a result, many business owners who were previously hesitant and apprehensive about tax filing have gradually become familiar with it and are proactively carrying it out.
In addition, propaganda efforts were intensified through the press, social media, and grassroots communicators. Through this process, the awareness of business households regarding the policy of abolishing lump-sum taxes has changed significantly.
Many business owners believe that the declaration system helps manage revenue and expenses more transparently and professionally, creating favorable conditions for expanding cooperation and accessing credit.
Mr. Nguyen Thanh Dong, the owner of a business at 1 Nguyen Bieu Street (Thanh Khe Ward, Da Nang City), shared that using a cash register and the eTax Mobile application has helped his business keep up-to-date with tax policies and deadlines for fulfilling obligations, thus enabling him to be more proactive in compliance.
According to Mr. Dong, keeping proper records and using electronic invoices helps business households understand their financial situation, cash flow, and actual profits. Transparent accounting records are also an important basis for accessing bank credit more easily.
From a management perspective, Mr. Ngo Dinh Hung stated that during the remaining 60-day peak period and the transition phase until January 1, 2026, Da Nang City Tax Department will continue to provide maximum support to ensure the transition process is smooth, transparent, and in line with the interests of business households.
According to Mr. Pham Duc Nguyen, the owner of a business at 379 Trung Nu Vuong Street (Hoa Cuong Ward, Da Nang City), the traditional lump-sum tax method based on estimated revenue has revealed many limitations in terms of fairness and transparency, especially in the context of the digital economy and the rapid development of large-scale businesses.
Mr. Nguyen believes that the initial phase of the transition will inevitably face difficulties, but the shift from lump-sum tax to declaration-based tax is a necessary step, in line with the trend of modernizing national financial management.
According to the assessment of Da Nang City Tax Department, after more than half of the plan's implementation period, over 70% of businesses subject to lump-sum tax have received full information about the transition. The majority of businesses have understood the regulations on electronic invoices, tax declaration and payment, and are ready to adopt the technology.

Tax officials in Cao Bang province provide support to taxpayers.
Cao Bang: Budget revenue for the first 11 months exceeds the forecast by nearly 30%.
Meanwhile, in Cao Bang, the budget revenue results for the first 11 months of 2025 also showed many positive points. According to the leaders of the Cao Bang Provincial Tax Department, the total budget revenue collected by the unit reached 1,815.5 billion VND, equivalent to 129.8% of the provincial People's Council's budget estimate, an increase of 34.8% compared to the same period in 2024.
The report shows that 11 out of 17 revenue items exceeded the projected targets, with notable examples being revenue from foreign-invested enterprises; personal income tax; fees and charges; and revenue from lottery sales.
Compared to the same period last year, 12 out of 17 revenue items showed growth, including revenue from local state-owned enterprises, FDI enterprises, fees and charges, land lease fees, and land use fees.
According to Mr. Nguyen Viet Long, Head of the Cao Bang Provincial Tax Department, since the beginning of the year, the unit has focused on disseminating tax policies to taxpayers through various timely and effective methods; while also closely managing tax identification numbers, monitoring changes in taxpayers, and coordinating with business registration agencies to control tax registration.
In addition, the Cao Bang Provincial Tax Department is strengthening the management of tax refunds, ensuring that they are granted to the correct recipients and in accordance with the correct policies; resolutely urging the recovery of outstanding tax debts; and implementing planned inspections, contributing to increased revenue for the state budget.
In the final month of the year, Cao Bang Provincial Tax Department continued to review and strictly manage revenue sources, combat revenue loss, and at the same time, intensify propaganda for business households about the abolition of lump-sum tax from January 1, 2026, administrative procedure reform, and tax management modernization.
