
The Government Office has just issued Notice No. 447/TB-VPCP summarizing the conclusions of the Standing Committee of the Government at the meeting between the Standing Committee of the Government and businesses on solutions contributing to the socio-economic development of the country.
The document states: The government is committed to supporting and protecting the legitimate rights and interests of businesses, and to not criminalizing economic relations.
The government always listens to and shares with businesses about their difficulties and obstacles, and works together to overcome them, especially in building and perfecting institutions so that businesses can operate smoothly in accordance with the law, feel secure in their production and business activities, and promote the overall development of the country.
Deputy Prime Ministers, Ministers, and heads of agencies need to directly listen to and definitively resolve the difficulties faced by businesses; at the same time, they should assign tasks to businesses. Removing obstacles for businesses directly contributes to resolving difficulties for the economy; business development leads to national development. Wherever there are obstacles, they should be addressed, without shirking responsibility. We must promote decentralization and delegation of power to localities and strengthen supervision and inspection in accordance with the directives of General Secretary and President To Lam at the 10th Central Committee Conference: localities decide, localities act, and localities are responsible; resolutely cut down on cumbersome administrative procedures that harass citizens and businesses; and not create a mechanism of favoritism or an environment conducive to corruption and negative practices.
Businesses promote six pioneering principles.
For businesses, the Standing Committee of the Government requests that they operate in accordance with the law, contributing actively and effectively to the building and improvement of institutions, especially the socialist-oriented market economy, and managing and promoting the development of businesses.
The Standing Committee of the Government has urged businesses to promote six pioneering initiatives:
- Firstly, we must be at the forefront of developing science and technology, promoting innovation, focusing on the country's growth drivers (such as investment, consumption, and exports) and further boosting new growth drivers (green economy, circular economy, sharing economy, knowledge economy), contributing to climate change adaptation.
- Secondly, to be a pioneer in participating in global value chains, global production and supply chains, contributing to building corporate and national brands. To be ready to undertake tasks assigned by the Government.
- Thirdly, we must take the lead in creating jobs and livelihoods for the people, ensuring social security, and leaving no one behind.
- Fourth, to take the lead in working with the Government and local authorities to develop infrastructure, especially digital infrastructure, transportation infrastructure, socio-economic infrastructure, and cultural infrastructure; particularly transportation infrastructure in the development of high-speed rail, expressways, airports, and seaports; infrastructure for combating climate change, digital infrastructure, and green transformation infrastructure.
- Fifth, to take the lead in contributing to the training of high-quality human resources, reforming administrative procedures, and building smart governance, thereby contributing to improving the country's investment and business environment.
- Sixth, pioneering cooperation and mutual support in the spirit of the four "together" principles: "Together listening and understanding; together sharing vision and action; together working, together winning, together developing businesses and developing the country; together enjoying joy, happiness and pride."
Don't say no, don't say it's difficult, and don't say yes but refuse to act when businesses make suggestions or proposals.
The Standing Committee of the Government requires ministries, ministerial-level agencies, and government agencies to implement the "three no's" principle: "No saying no, no saying it's difficult, and no saying yes but failing to act when businesses make requests or proposals."
Building and perfecting institutions and laws with the perspective of always placing businesses and citizens as the main subjects aims for effective management and creating a favorable development environment; continuing to research and abolish unnecessary permits, eliminating environments that create harassment and inconvenience, and increasing compliance costs for businesses; further promoting decentralization and delegation of power to localities, ministries, and sectors; enhancing the spirit and responsibility of assigned entities and strengthening inspection, supervision, and control of power.
Ministries, ministerial-level agencies, and government agencies should consider the opinions of businesses, resolve or contribute to resolving their requests with immediate and long-term solutions in the spirit of risk sharing and harmonious benefits; promises must be kept, commitments must be fulfilled, and actions must yield concrete, quantifiable results.
Work is handled with high determination, great effort, decisive action, and implementation according to the five clear principles: "Clear person, clear task, clear time, clear responsibility, and clear product/result."
Continue organizing seminars with businesses in areas such as resources and environment, transportation, taxation, investment, and resolving investment license issues…
The Ministry of Natural Resources and Environment, in coordination with relevant agencies, shall, within its authority and in accordance with the law, urgently complete the closure of the Quy Xa iron mine before December 31, 2024; in cases exceeding its authority, it shall verify and report to the competent authority for consideration and decision. Simultaneously, it shall provide guidance on the bidding process for mining operations in accordance with the law.
The Ministry of Planning and Investment compiled the recommendations and proposals of businesses at the meeting, noting the proposals to assign tasks to participate in the implementation of key national projects such as: the construction of the North-South high-speed railway, urban railways, steel production, the construction of expressways, power plants, airports, seaports, social housing, improving the physical health and nutrition of children and people... during the process of building and finalizing the Project " Building mechanisms and policies to form and develop ethnic enterprises and large-scale enterprises to promote the pioneering role in a number of important industries and fields with competitive advantages and the ability to lead the process of industrialization and modernization, contributing to building an independent and self-reliant economy ", to be submitted to the Government in the fourth quarter of 2024.
