At the regular Government meeting in August, Minister of Home Affairs Pham Thi Thanh Tra reported to the Government on the organization and operation of the two-level local government.

According to Minister Pham Thi Thanh Tra, after more than 2 months of operation, the two-level local government has recorded changes, progress and more positivity in many aspects of organizational structure, administrative procedure settlement as well as functions, tasks and authority of all levels of government, especially at the commune level.

However, in addition to the achieved results, the implementation also revealed many difficulties and limitations that need to be urgently resolved. In particular, the structure, quantity and quality of the staff, especially at the commune level, are still inadequate; some places have surplus, some places have shortage, many positions do not meet the requirements of the task.

Although there has been much progress in handling administrative procedures for people and businesses, there are still problems, especially in online handling and procedures related to land and investment.

In addition, the capacity for social governance and socio -economic development management of many communes is still limited. The implementation of decentralization, delegation of power, and division of authority between levels of government is still inconsistent and confusing in many aspects.

Based on that reality, Minister of Home Affairs Pham Thi Thanh Tra requested ministries and branches to focus on removing difficulties and ensuring the effectiveness of the two-level local government model. It is necessary to continue reviewing and perfecting institutions and policies. Ministries and ministerial-level agencies need to urgently supplement and adjust the institutional system to meet the requirements of operating two-level local governments in each field.

The Minister said that another major issue that must be reported to the Politburo this September is the adjustment of salaries and allowances. Accordingly, the Ministry of Home Affairs proposed to adjust 3 groups of allowances associated with the arrangement of the apparatus, administrative units and operation of 2-level local governments, including: leadership position allowances; regional allowances; and special allowances.

Regarding the adjustment of basic salary, the Minister said that it is necessary to summarize Resolution 27 on salary policy reform, from which to calculate a long-term strategy for salary reform.

Another content that needs to be reported to the Politburo is the review and completion of job positions. Currently, the job position system has changed a lot compared to before, although we had a job position framework before, but now it needs to be adjusted accordingly.

The Ministry of Home Affairs has sent a document to ministries and branches and requested coordination in reviewing and synthesizing to soon report to the Politburo, to serve as a basis for determining the staffing of each ministry, ministerial-level agency, government agency and local government. This is a very big and difficult issue, requiring close coordination for effective implementation.

The Minister also requested ministries and branches to focus on removing obstacles in handling administrative procedures, especially in the fields of land, investment and construction; and to strengthen training and guidance to help localities effectively implement decentralization, delegation of power and authority, avoiding confusion and delay.

At the same time, focus on building specialized databases and promoting digital transformation to ensure the goals of effectiveness and efficiency of operations of two-level local governments.

The Minister also requested to thoroughly resolve the regime and policies for officials, civil servants and public employees who quit their jobs according to Decree 178. Up to now, out of a total of more than 106,000 cases of quitting their jobs according to this policy, nearly 80,000 people have received their regimes. The Ministry of Home Affairs requested the Ministry of Finance, ministries, branches and localities to focus on coordinating to thoroughly handle the remaining cases, ensuring speed and transparency.

The Minister suggested that ministries assign a Deputy Minister to be directly in charge and monitor the situation to promptly resolve difficulties for the grassroots. At the same time, local authorities must also promote more proactive, flexible and dynamic activities in the operation process, avoiding a passive mentality and waiting for instructions from the Central Government.
