On the afternoon of July 11th, the Standing Committee of the National Assembly gave its opinion on the preparations for the 8th session of the 15th National Assembly.

According to National Assembly Secretary General Bui Van Cuong, the 8th session of the National Assembly is expected to open on October 21st and close on November 28th (24 working days).

The session will be held in two phases.

The Secretary General of the National Assembly proposed continuing to hold the session in two phases, due to the large volume of legislative, supervisory, and decision-making content on important issues at the 8th session, with many difficult and complex matters.

Accordingly, the first phase of the National Assembly's work lasted 15 days (from October 21st to November 8th). During this session, the National Assembly mainly discussed the contents to be voted on and passed, and held group discussions on a number of draft laws for comments; and conducted question-and-answer sessions.

In the second phase, lasting 9 days (from November 18th to November 28th), the National Assembly voted to pass laws and resolutions; and discussed in committees and in the plenary session several draft laws submitted to the National Assembly for comments.

However, Mr. Cuong also stated that if any draft laws or resolutions are added to the 2024 legislative agenda for submission to the National Assembly for consideration and comments at the 8th session, the session duration will be extended by 1-2 days, with the closing date expected to be November 30th at the latest.

Many delegates also expressed their agreement with the proposal to organize the session in two phases, as suggested by the Secretary General of the National Assembly.

Chairwoman of the Judiciary Committee Le Thi Nga expressed her agreement with organizing the session in two phases to create conditions for agencies to receive and explain opinions, refine and finalize draft laws and resolutions with the best quality before submitting them to the National Assembly for approval.

Deputy Prime Minister Le Thanh Long also agreed with organizing the session in two phases. The government will submit to the National Assembly a draft law amending several articles of various laws with the aim of promoting socio -economic growth.

No separate report on the results of handling underperforming projects in the Industry and Trade sector.

The Secretary General of the National Assembly also reported on several issues in the National Assembly's resolution that require reporting to the National Assembly.

In that context, Mr. Cuong referred to the report to the National Assembly on the results of addressing the shortcomings and weaknesses of slow-progressing and inefficient projects and enterprises in the Industry and Trade sector.

According to the Secretary General of the National Assembly, the results of addressing the shortcomings and weaknesses of slow-progressing and inefficient projects and enterprises in the Industry and Trade sector have been integrated into the Government's reports on the implementation of the National Assembly's resolution on the economic restructuring plan; the socio-economic development situation; and the implementation of some resolutions of the 14th National Assembly on specialized supervision and questioning…

Therefore, the Secretary General of the National Assembly proposed that this content not be included as a separate report at the National Assembly session, but rather integrated into the aforementioned reports.

Furthermore, the National Assembly also requested the Government to report at its 8th session on the implementation of abolishing all special financial management and income mechanisms; applying a unified salary, allowance, and income system; and discontinuing the application of the current special mechanisms for the regular funding under the special financial management mechanism of state administrative agencies and units.

This content is stipulated in Resolution No. 104 on the State budget estimate for 2024. However, in Resolution No. 142 of the 7th session, the National Assembly stipulated a number of policies on implementing salary reform; adjusting pensions, social insurance benefits, preferential allowances for meritorious individuals and social allowances from July 1st and requested the Government to report on the implementation results at the 9th session (May 2025).

Therefore, the Secretary General of the National Assembly proposed that the report on salary reform, as required by Resolution No. 142, be presented at the 9th session instead of the 8th session.

Emphasizing the spirit of preparing for the session "early and in advance" to ensure quality, National Assembly Chairman Tran Thanh Man requested that agencies closely follow the program and send documents to the National Assembly's agencies 20 days in advance as stipulated, avoiding the situation of late document submission as seen recently.
