The Government reviews and gives opinions on the draft Press Law (amended) and 8 other important law projects.

On September 8, Prime Minister Pham Minh Chinh chaired the Government's special meeting on law-making in September 2025 (first session) to review and give opinions on 9 draft laws.

Attending the meeting were Politburo members, Party Central Committee Secretaries, Party Central Committee members, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, Ministers, Acting Ministers, Heads of ministerial-level agencies, Government agencies; and leaders of ministries and agencies.

Following up on the August 2025 thematic legislative session held on September 4th, the September 2025 thematic legislative session (first session) will consider and provide feedback on nine draft laws, including: the Personal Income Tax Law; the High-Tech Law (amended); the Law amending and supplementing a number of articles of the Technology Transfer Law; the Law amending and supplementing a number of articles of the Intellectual Property Law; the Law amending and supplementing a number of articles of the Law on International Treaties; the Law amending and supplementing 10 Laws related to security and order; the Law on Protection of State Secrets (amended); the Law amending and supplementing 15 Laws in the fields of agriculture and environment; and the Press Law (amended).

In his opening remarks at the meeting, Prime Minister Pham Minh Chinh stated that Resolution 66/NQ-CP of the Politburo has set the requirement that by 2025, the removal of obstacles and "bottlenecks" caused by legal regulations and institutions serving national development should be basically completed, specifically achieving a growth target of 8.3-8.5% in 2025 and double-digit growth in subsequent years to achieve the two 100-year strategic goals. Therefore, it is necessary to focus leadership, guidance, and investment in infrastructure and other necessary conditions to achieve this goal.

Since the beginning of the term, the Government has focused on vigorously implementing the work of building and perfecting institutions - one of the three strategic breakthroughs and one of the important pillars, creating a strong driving force to bring the country steadily into the new era. In particular, the Government has organized 42 specialized meetings on law making, reviewing and commenting on about 80 draft laws and resolutions.

In August and September 2025, the Government continued to focus on lawmaking, organizing specialized legislative sessions to promptly finalize and submit to the National Assembly approximately 113 dossiers, documents, reports, and presentations; including 47 draft laws and resolutions for the 10th Session of the 15th National Assembly.

The Prime Minister requested that ministers and heads of ministerial-level agencies directly supervise the work of building and perfecting institutions, and bear primary responsibility for the quality of policies and laws within their respective ministries and agencies.

According to the Prime Minister, the time remaining until the opening of the 10th Session of the 15th National Assembly is limited, and the volume of work to be prepared is enormous, with very high and complex tasks and requirements. Therefore, ministries and agencies, especially their leaders, need to uphold their responsibilities, leadership, and guidance, allocating time, personnel, and resources to the work of lawmaking and institutional improvement; demonstrating high determination, great effort, and decisive and effective action to achieve the goals in the work of building and improving institutions as required by the Central Steering Committee on Institutional and Legal Improvement, chaired by General Secretary To Lam.

The Prime Minister requested that ministers and heads of ministerial-level agencies directly supervise the work of building and perfecting institutions, and bear primary responsibility for the quality of policies and laws within their respective ministries and agencies, especially for draft laws and resolutions to be submitted to the 10th Session of the 15th National Assembly. In the immediate future, they must ensure the quality and timely progress of draft laws and resolutions to be submitted to the National Assembly for approval at the upcoming Session.

According to Prime Minister Pham Minh Chinh, the topics discussed at the session are extremely important and necessary, including draft laws in the form of "one law amending multiple laws," aimed at perfecting the legal framework, enhancing the effectiveness and efficiency of state management in several important areas and in the context of deep international integration; creating a transparent and favorable legal environment and ensuring the legitimate rights and interests of citizens and businesses; and promptly resolving legal difficulties and obstacles to promote socio-economic development and strive to achieve the set growth targets.

The Prime Minister noted the major principles in lawmaking and institutional improvement, such as: "What is mature, clear, proven correct by practice, and agreed upon by the majority should be codified; what is still subject to change and not within the authority of the National Assembly should be regulated by government decrees"; "regulations should be concise and directly address the problems that are causing difficulties"...

The Prime Minister requested the submitting agencies to ensure that the content requiring comments is concise and clear; clearly state the omitted content, the completed content, the revised and supplemented content, especially the content of decentralization and delegation of authority, along with resource allocation, improving implementation capacity, strengthening inspection, supervision, output control and reviewing, cutting at least 30% of the number of administrative procedures, implementation time and costs of administrative procedure compliance; clearly state the viewpoint of the submitting agency on issues with different opinions.

The Prime Minister requested that government members focus their efforts, intellect, time, and resources on the work of drafting legislation; continue the spirit of innovation; present reports and opinions concisely, clearly, and directly to the point; focus on discussing important issues, major issues, and those with differing opinions in the draft law; and ensure the progress and quality of the meeting.
