"I would ask the cabinet members to reconsider their feelings," Johnson continued, referring to reports that Democrats were "panic" following President Biden's debate with former President Donald Trump on the evening of June 27. "I would also panic if I were a Democrat today... I think they know they have a serious problem," Johnson stressed.
During the debate with Trump on the evening of July 27, Biden appeared hesitant and struggled to answer some questions. This alarmed Democrats, who even called for Biden to withdraw from the US presidential election in November, according to The Hill .

The 25th Amendment to the U.S. Constitution, which governs presidential succession, stipulates that the vice president and most of the government can vote to declare the president "incapable of performing his powers and duties" and delegate the duties of acting president to the vice president.

Johnson's statement came after U.S. Congressman Chip Roy (Republican) said on June 27 that he would introduce a resolution requiring Vice President Kamala Harris to convene the Cabinet and declare Biden unfit to perform his presidential duties. However, Johnson stated: "Unfortunately, it is not the House of Representatives but the Cabinet, under the Constitution, that makes that decision."
