On November 18, the Korean Central News Agency (KCNA) reported that Chairman Kim Jong Un made the above warning at the 4th Conference of Battalion Commanders and Political Commissars of the Korean People's Army (KPA) on November 15.

Stressing the need to prioritize the technical and ideological modernization of the military and consider war preparations as the top priority, Mr. Kim said: "Like thunderclouds signaling thunder, military conflict on the peninsula is becoming inevitable."

According to the leader , the current tense situation is due to "exercises" by the US, South Korea and allied countries. He also asked the military to "take a creative approach" in training, increase vigilance and be ready to respond to any action.

KCNA said Kim issued a "struggle slogan for the armed forces of the DPRK at all levels to raise their voices and concentrate all efforts on completing the war preparations as required by the revolution and the present situation."

Regarding relations with Russia, on the same day, the North Korean President called for promoting "broader and more diverse" cooperation between the two countries during a meeting with Russian Minister of Natural Resources and Environment Alexander Kozlov in Pyongyang.

According to KCNA , at the meeting, the leader of the Northeast Asian nation highly appreciated the solidarity and bilateral cooperation that have become closer and deeper between the two countries, and clearly stated: "It is necessary to stand side by side and vigorously promote the prosperity and development of the two countries through continuing to strengthen intergovernmental exchanges and cooperation in trade, economy , science and technology in a broader and more diverse manner."
