At the invitation of President Luong Cuong, President of the Republic of Bulgaria Rumen Radev and his wife arrived in Hanoi, the capital of Vietnam, to begin their official visit to the country.
On the morning of November 25th, at the Presidential Palace, President Luong Cuong and his wife presided over the welcoming ceremony for President Rumen Radev and his wife on their official visit to Vietnam.
Attending the welcoming ceremony were Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son; Head of the Office of the President Le Khanh Hai; Minister of Education and Training Nguyen Kim Son; Deputy Minister of National Defense Vo Minh Luong; Deputy Minister of Public Security Le Van Tuyen; Vietnamese Ambassador to Bulgaria Do Hoang Long; Deputy Minister of Culture, Sports and Tourism Ta Quang Dong; Deputy Minister of Planning and Investment Do Thanh Trung; Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan; Deputy Minister of Labour, Invalids and Social Affairs Le Van Thanh; Deputy Minister of Science and Technology Le Xuan Dinh; and Assistant to the President Tong Thanh Tri.
Numerous children in the capital waved flags of both countries to welcome President Rumen Radev and his wife, along with the high-ranking Bulgarian delegation.
This is the first visit by the President of Bulgaria in 11 years, and also the first visit of Mr. Rumen Radev to Vietnam as President.

The motorcade escorting President Filipe Rumen Radev and his wife arrived at the Presidential Palace. President Luong Cuong and his wife were present on the red carpet to warmly welcome President Rumen Radev, leading the high-level Bulgarian delegation on an official visit to Vietnam. Children from Hanoi presented President Rumen Radev and his wife with bouquets of fresh flowers.
To the sound of welcoming music, President Luong Cuong invited the President of Bulgaria to step onto the honorary platform.

After listening to the national anthems of both countries, President Luong Cuong and President Rumen Radev left the podium, walked to the flag, and reviewed the Honor Guard of the Vietnam People's Army. Following this, the two leaders introduced the members of the high-level delegations from both countries attending the welcoming ceremony.
Vietnam and Bulgaria have a traditional friendship, with the two countries establishing diplomatic relations on February 8, 1950.
President Ho Chi Minh's official friendship visit to Bulgaria in August 1957 laid the foundation and marked an important milestone in the history of relations between the two countries.
During the most difficult and challenging years of the struggle for national independence and nation-building, Vietnam always received invaluable support, both material and spiritual, from the Government and people of Bulgaria.
Many economic, educational, and medical projects in Vietnam were built with the material and technical assistance and selfless labor of Bulgarian experts. Many Vietnamese people worked and studied in Bulgaria during the 1970s and 1980s, becoming leading scientists, experts, and engineers in Vietnam, who have actively contributed to the cause of national defense and development.
Building upon that fine tradition, the Party, State, Government, and people of both countries have continuously strived to cultivate and strengthen bilateral relations over the past seven decades, through regular exchanges of high-level delegations and the implementation of intergovernmental committee meetings and periodic political consultations; the implementation of numerous agreements, programs, and cooperation agreements; and active mutual support in international forums.

Economic and trade cooperation between Vietnam and Bulgaria has seen positive developments in recent years. Bulgaria is one of the leading European Union (EU) countries in ratifying the Framework Agreement on Comprehensive Partnership and Cooperation (PCA) between Vietnam and the EU, as well as promoting the signing and ratification of the Vietnam-EU Free Trade Agreement (EVFTA) and the Vietnam-EU Investment Protection Agreement (EVIPA).
In September 2023, the Bulgarian Parliament ratified the Vietnam-European Union Investment Protection Agreement (EVIPA) with an unanimous vote, demonstrating the importance placed on the traditional friendship and cooperation in many fields between the two countries. This also created a solid and favorable legal basis for businesses from both countries to expand investment cooperation in the future after the agreement comes into effect.
Bilateral trade turnover reached US$211.5 million in 2023 and US$229.2 million in the first 10 months of 2024. Regarding investment, as of October 2024, Bulgaria had 14 active investment projects in Vietnam with a total registered capital of US$31.32 million.
Recently, at the 24th session of the Vietnam-Bulgaria Intergovernmental Committee in Sofia (May 2024), the two sides exchanged views on many new areas of cooperation, in line with international trends, such as the digital economy, e-government, and sustainable energy development.
Given the comprehensive cooperation between the two countries in recent years, which has yielded many positive results in all fields, President Rumen Radev's visit to Vietnam is expected to further promote and deepen the traditional friendship and multifaceted cooperation between the two countries, especially in areas where one side has advantages and the other has needs.
Following the welcoming ceremony, President Luong Cuong and President Rumen Radev held a private meeting and then led high-level delegations from both countries in talks to assess the results of cooperation between the two countries in the past and propose directions for future cooperation. The two leaders will also witness the signing of cooperation documents.
