Cuban National Assembly Chairman successfully concludes official visit to Vietnam

On the night of October 5, President of the National Assembly of People's Power, President of the Council of State of the Republic of Cuba Esteban Lazo Hernández and the delegation left Hanoi, successfully concluding the official visit to Vietnam.

On the night of October 5, President of the National Assembly of the People's Power, President of the Council of State of the Republic of Cuba Esteban Lazo Hernández and the delegation left Hanoi , successfully concluding the official visit to Vietnam and co-chairing the 2nd meeting of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee, from September 30 to October 5, 2025 , at the invitation of National Assembly Chairman Tran Thanh Man .

Seeing off the Cuban National Assembly Chairman and his delegation at Noi Bai International Airport were Party Central Committee member and National Assembly Vice Chairwoman Nguyen Thi Thanh; Deputy Minister of Foreign Affairs Dang Hoang Giang; and full-time National Assembly delegate working at the National Assembly's Defense, Security and Foreign Affairs Committee Thai Quynh Mai Dung.

During the visit, in Hanoi, the Cuban National Assembly Chairman and the delegation laid wreaths and visited President Ho Chi Minh's Mausoleum; laid wreaths at the Monument to Heroic Martyrs; and laid wreaths at the statue of National Hero Jose Marti at Tao Dan Flower Garden.

During his official visit to Vietnam, General Secretary To Lam received National Assembly Chairman Esteban Lazo Hernández. The Cuban National Assembly Chairman met with President Luong Cuong and Prime Minister Pham Minh Chinh; held talks with National Assembly Chairman Tran Thanh Man; and co-chaired the second meeting of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee.

Receiving the President of the Cuban National Assembly, General Secretary To Lam emphasized the determination of the Party, State and people of Vietnam in consolidating and further strengthening the special friendship, traditional solidarity and comprehensive cooperation between Vietnam and Cuba; emphasizing that the relationship between the two Parties is the political foundation and orientation for the development of bilateral cooperation in all fields; asking the Cuban National Assembly to continue to prioritize support for cooperation, economic-trade-investment relations, creating favorable conditions for cooperation projects in agriculture, renewable energy, biotechnology-pharmaceuticals, practically serving the development of both countries.

General Secretary To Lam suggested that the two sides coordinate to increase the exchange of theories and practical experiences, especially in the context of Vietnam organizing the 14th National Party Congress and Cuba organizing the 9th National Party Congress in 2026.

Comrade Esteban Lazo Hernandez expressed his admiration for the great and comprehensive achievements that Vietnam has made in recent times under the wise leadership of the Communist Party of Vietnam; expressed his firm belief that, with the trust of the people, the Communist Party of Vietnam will continue to lead Vietnam to successfully achieve strategic goals in the new era, building a prosperous, democratic, equitable and civilized Vietnam.

Cuba attaches great importance to consulting and absorbing Vietnam's practical experience in the cause of Renovation and building socialism, especially in the process of preparing for the 9th Congress of the Communist Party of Cuba in 2026.

The President of the Cuban National Assembly met with: President Luong Cuong; Prime Minister Pham Minh Chinh. The leaders of the two countries expressed their appreciation for the exemplary Vietnam-Cuba relationship, which was founded by President Ho Chi Minh and Leader Fidel Castro Ruz and nurtured by many generations of leaders and people of the two countries; assessed the State visit to Cuba by General Secretary and President To Lam in September 2024 and by First Secretary and President Miguel Diaz-Canel Bermudez to Vietnam in early September, which created an important milestone for bilateral relations, deepened and strengthened political trust and at the same time opened up new directions in bilateral economic, trade and investment cooperation; affirmed to closely monitor and direct relevant agencies to effectively implement the commitments achieved, especially in food security, energy security, biotechnology and other potential areas; agreed to continue coordinating the implementation of activities to celebrate the 65th anniversary of the establishment of diplomatic relations, the "Vietnam-Cuba Friendship Year"; create favorable conditions and encourage the expansion of participation of organizations and businesses of the two countries in the socio-economic development process of each country; focus on promoting economic-trade and investment cooperation, especially in strategic cooperation areas agreed upon by the two countries' senior leaders, as well as expanding to other potential areas.

In a friendly atmosphere, at the talks, National Assembly Chairman Tran Thanh Man and National Assembly Chairman Esteban Lazo Hernández shared about the situation in each country and the recent activities of the two National Assemblies, discussed directions and measures to continue strengthening the special friendship, solidarity, and comprehensive cooperation between the Party, State, National Assembly and people of Vietnam and Cuba, as well as on regional and international issues of mutual concern. The two sides agreed to increase the exchange of experiences between the two countries and the two National Assemblies in law-making, implementing major policies of the Party in the new era, and effectively preparing and implementing the Party Congresses of Vietnam and Cuba in 2026; sharing experiences, encouraging business development, attracting foreign investment, financial management, developing agricultural production, applying science and technology, digital transformation and other areas of mutual interest to the two National Assemblies, thereby contributing to consolidating, diversifying and improving the effectiveness of the comprehensive cooperation relationship between Vietnam and Cuba.

At the second session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee, the two sides exchanged opinions and shared each other's experiences in building and perfecting policies and laws to encourage business development, attract foreign investment, apply technology in agricultural production, and cooperate in the fields of biotechnology and medicine in accordance with the specific conditions and situations of each country; assessed the results achieved and proposed measures to improve the effectiveness of implementing signed cooperation agreements.

The two sides affirmed to continue to strengthen close cooperation on parliamentary channels both at the bilateral level as well as at international and regional inter-parliamentary forums of which the two National Assemblies are members; and continue to consider the possibility of coordinating supervision to improve the effectiveness of implementing cooperation agreements signed between the two countries.

The two sides agreed to strengthen consultation on law-making, facilitate the implementation of bilateral commitments, coordinate in building and perfecting specific mechanisms, promote Vietnamese enterprises to expand investment in Cuba, especially promote cooperation between localities to exchange experiences and support each other in socio-economic development.

At the end of the meeting, the two sides issued a joint statement acknowledging the results of the second meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the National Assembly of Cuba; in which, they agreed that the third meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Cuba and the National Assembly of Vietnam will be held in Havana, Cuba.

During the visit to Vietnam, the President of the National Assembly, President of the Council of State of Cuba and the delegation met and worked with leaders and activities in Ho Chi Minh City and Hung Yen province; visited the Vietnam Military History Museum.../.
