National Assembly Chairman Tran Thanh Man was pleased to meet her again and respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh and the National Assembly Chairman personally to President Putin, Prime Minister Mishustin, Chairman of the Russian State Duma Volodin and the Chairman of the Russian Federation Council personally.

Chairwoman of the Federation Council of Russia Valentina Matvienko was very pleased to meet and congratulate Chairman of the National Assembly Tran Thanh Man on his impressive speech at the 150th IPU General Assembly High-level Plenary Session; affirming that she always considers Vietnam a comprehensive strategic partner of the Russian Federation and a reliable partner in Southeast Asia.

At the meeting, the two leaders highly appreciated the positive development of the traditional friendship and multifaceted cooperation on the basis of the Vietnam-Russia Comprehensive Strategic Partnership; in which, the close coordination and effective cooperation between the Vietnamese National Assembly, the Federation Council and the State Duma of the Russian Federation Parliament have made an important contribution.

In the context of 2025, the two countries celebrate the 75th anniversary of the establishment of diplomatic relations, and at the same time mark many important and memorable anniversaries in the history of relations between the two countries such as the 80th anniversary of the Victory in the Great Patriotic War, the 50th anniversary of the Liberation of the South, the reunification of the country and the 80th anniversary of Vietnam's National Day, the two sides agreed to continue to promote the exchange of delegations at all levels, effectively promote cooperation mechanisms, including the Intergovernmental Committee, the Inter-Parliamentary Cooperation Committee, the Strategic Dialogue...; enhance the role of cooperation between the two legislative bodies in both bilateral and multilateral frameworks, contributing to deepening political trust, supporting the removal of difficulties in cooperation in all fields of defense - security, energy, education - training, in accordance with the Comprehensive Strategic Partnership, meeting the common interests of the two countries.

Regarding parliamentary cooperation, the two sides agreed that this is a very important cooperation channel and that dialogue and delegation exchanges between the Vietnamese National Assembly and the Russian Federation Parliament have been very active; cooperation between the Friendship Parliamentarians' Groups of the two countries has also been very close and effective; they agreed that in the coming time, parliamentary cooperation between the two countries will continue to actively contribute to the implementation of the Vietnam - Russia Comprehensive Strategic Partnership framework and the Action Program to implement this Partnership framework; contributing to promoting cooperation between the two countries in the fields of economy, trade, education and training, tourism and people-to-people exchange between the two countries.

National Assembly Chairman Tran Thanh Man asked Russia to continue creating favorable conditions for the Vietnamese community to live, work and study in Russia.

The National Assembly Chairman also respectfully invited the Chairman of the Federation Council of Russia to visit Vietnam at an appropriate time. Chairman Mavienko also respectfully invited National Assembly Chairman Tran Thanh Man to visit Russia soon.
