In Hop Thinh commune, the inspection team inspected along the left dike section of Cau from K0 - K22+500, including locations where the dike slope appeared on the field side K0+250; the appearance of a hole at K1+000; the dike slope appeared at K6+900 - K7+100; K9+450; K9+550 in Hop Thinh commune; and visited Hoa Son Secondary School, Hop Thinh commune.
At Xuan Cam commune, the delegation visited and inspected the K20+300 landslide on the left dike of Cau, near Cam Bao Pumping Station. In recent days, the flood on Cau River has risen, causing local overflow of some low dike sections on the left dike route. In Hop Thinh commune alone, 8 km of dike had to be reinforced to prevent overflow.

In general, due to the impact of floods and many years of exploitation, the dike system in the province has revealed many shortcomings. The dike surface is small, narrow, and the dike foundation is weak. The dike system has been submerged in water for many days, leading to many locations of dike slope landslides, the appearance of extrusion and effervescence veins. Many dike lines have been overflowed, broken, and seriously eroded, affecting the lives, activities, and production of the people.
The inspection team inspected Truc Tay Pumping Station at K59, left dike of Nenh ward. The pumping station has 8 units, pumping capacity of 7,800m3/hour, and has been invested in and built in a spacious manner. However, the canal system leading to the station has not been invested in synchronously; the flow is often blocked, affecting the efficiency of pumping to drain water in industrial parks and residential areas during heavy rains.

At the inspection sites, comrade Vuong Quoc Tuan acknowledged, commended and highly appreciated the Department of Agriculture and Environment and related departments, and the authorities of communes and wards for their efforts in mobilizing forces and materials on the spot to focus on overcoming incidents from the first hour, ensuring the safety of the dike system in the whole province.
Through direct surveys and listening to representatives of communes, wards and functional sectors clearly state the shortcomings and limitations at the locations of dykes and pumping stations, comrade Vuong Quoc Tuan emphasized that the dyke system plays a particularly important role in the overall economic and social development of the province, including urban areas, industrial parks, residential areas and people's production activities.
After the flood, the province directed the Department of Agriculture and Environment to review and develop a plan to focus on renovating and immediately overcoming serious incidents, ensuring technical safety. This is an urgent task that needs to be carried out with a sense of urgency, thoroughly handling key points to prevent recurrence.
He suggested that the Department of Agriculture and Environment recommend to the Ministry of Agriculture and Environment and the Department of Dyke Management and Natural Disaster Prevention and Control to have a comprehensive technical solution and funding source to renovate and upgrade the entire dike line.
Regarding local responsibilities, first of all, count the area that can be cleared, arrange resettlement areas; study and arrange resources in the form of public-private partnership to invest in dike renovation.
Regarding the task of draining water for the industrial park, comrade Vuong Quoc Tuan noted the need to determine the boundaries of the drainage channel within or outside the industrial park. Agreed to invest from the provincial budget for the Nam Song Thuong Irrigation Works Exploitation Limited Company in an automatic garbage collection system to solve the problem of water flow congestion leading to Truc Tay Pumping Station.
The Department of Agriculture and Environment in coordination with the Department of Construction, the Management Board of Industrial Parks, and Nenh Ward continue to review and speed up site clearance for construction of reservoirs and large tanks that can both store water, regulate the air, and overcome flooding in industrial parks.
Comrade Vuong Quoc Tuan emphasized that the investment in upgrading the infrastructure of dikes requires mobilizing a huge amount of resources, with the spirit of ensuring synchronization and promoting efficiency. Next week, the Department of Agriculture needs to have a comprehensive report on incidents and estimated investment costs for the province to study, arrange, and mobilize resources to focus on overcoming damage caused by floods.

Local authorities focus on reviewing, arranging and implementing the relocation and transfer of small, scattered schools into centralized schools to better meet the requirements of educational management and student care.
