Chairman of the Ho Chi Minh City People's Committee, Phan Van Mai, expressed many concerns that the city has not yet been able to host the SEA Games or other regional and continental events.
On October 15th, the Ho Chi Minh City People's Committee organized the Conference on Investment Promotion in Cultural and Sports Projects in 2024. Mr. Phan Van Mai, Chairman of the City People's Committee, stated that the City has been granted Resolution 98 by the National Assembly, which outlines mechanisms and policies to attract investment in the socio-cultural sector.
Applying these policy mechanisms, the city continues to concretize them in order to create more favorable conditions for the cultural sector in general and the cultural industry in particular.

According to Mr. Mai, the city is also identified as a major economic , cultural, and social center of the country and the region. The city has enormous potential for developing the cultural industry, but this potential has not been fully exploited. Cultural and sports facilities have not been invested in and developed to the level required for the city's development.
"Up until now, the city has not been able to host the SEA Games or other continental and world events," he said, while expressing his hope that the city would be chosen to host major cultural and artistic events of regional and continental significance.
The city's leader hopes that investors will partner with the city to solve this problem. The goal is for the city to have the necessary infrastructure by 2030 to become a continental-level event center, with modern cultural and sports facilities.
According to Mr. Mai, this conference is an opportunity for the culture and sports sector to introduce its development orientation for the cultural industry and its policies to attract investment in this field. However, he emphasized that attracting investors to participate in this sector, which is not about generating high profits but rather about passion, dedication, and responsibility, is crucial.
Therefore, government support will create favorable business conditions and policy mechanisms.
Mr. Tran The Thuan, Director of the Department of Culture and Sports of Ho Chi Minh City, said that the city is proposing to attract investment for 40 projects, of which 23 projects have been approved by the City People's Council, including 5 projects with high feasibility that will be prioritized for implementation first.
At the conference, the city introduced five projects ready to attract investors to participate in their implementation under the PPP (Public-Private Partnership) model. These projects are expected to become new symbols of the city.
Specifically, 1.643 billion VND will be used to build a new multi-functional cultural and sports center in Can Gio district, Ho Chi Minh City, to meet development requirements and serve the cultural and sports needs of the people.
The center in Thu Thiem (Thu Duc City) is being built with the goal of organizing large-scale cultural and artistic activities, with a capacity of 3,000 seats, but the investment level has not yet been determined.
In addition, Ho Chi Minh City is also calling for investment in the Ho Chi Minh City Cultural Center (District 1) with an investment of 295 billion VND, the Gia Dinh Theater (Binh Thanh District) with 250 billion VND, and the Labor Performing Arts Center A - B (District 5) with 164 billion VND.
