On the morning of October 31st, the Provincial People's Committee held its regular meeting on the implementation of socio-economic development tasks in October and discussed several issues within its authority. Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung instructed all departments, agencies, and localities to thoroughly understand the directives of General Secretary To Lam : Shift from a rigid state management mindset to a development-oriented mindset, unlocking all resources for development; absolutely eliminate the idea of ​​prohibiting something because it cannot be managed.

In October, departments, agencies, and localities focused on directing and accelerating the completion of tasks for 2024; and urgently addressing the consequences of floods and heavy rains in some areas.

Regarding the economic situation, the industrial production index in October is estimated to have increased by nearly 12%, and the cumulative increase for the first 10 months is estimated at nearly 11% compared to the same period in 2023. State budget revenue for the first 10 months is estimated at VND 18,911 billion, reaching 118.9% of the projected target and increasing by 41.2% compared to the same period. In October, the province also granted licenses for 6 new projects and adjusted 12 projects with a total newly granted and increased investment capital of nearly VND 737 billion. The total newly granted and adjusted capital from the beginning of the year to date has reached nearly VND 36,320 billion. As of October 20th, Nghe An province had disbursed over VND 6,194 billion, reaching over 63% of the allocated capital plan (higher than the same period last year's 52.4%). Of this, the disbursement of public investment capital managed by the province has reached over 52.13%. In the past 10 months, the entire province has provided employment for 44,850 people, achieving nearly 95.5% of the plan.

Besides the achievements, some shortcomings were also analyzed and pointed out by members of the Provincial People's Committee. These include: difficulties in the production and business activities of enterprises; the complicated developments of African swine fever in some localities after the floods; delays in the implementation of some contents and tasks related to the Government 's Project 06; and the failure to advise on and issue guidelines related to the implementation of the Land Law and the Housing Law according to the directed schedule. The effectiveness and efficiency of state management by some local governments are still limited.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung stated that October, the first month of the fourth quarter, showed many positive aspects in Nghe An's socio-economic situation. This was clearly demonstrated by reports on data from agriculture, industry, retail, and goods exports; budget revenue; investment attraction; and public investment disbursement.

Significant progress has been made in socio-cultural fields. In particular, Nghe An province has completed several important tasks, advising and obtaining approval from the National Assembly Standing Committee for a Resolution on the rearrangement and merger of district and commune-level administrative units in Nghe An; and submitting 25 Resolutions to the Provincial People's Council for approval related to the province's policies and operational tasks in the coming period.

Based on an analysis of several difficulties and shortcomings, the Chairman of the Provincial People's Committee, Nguyen Duc Trung, outlined several key tasks for the remaining two months of 2024. These include requiring all departments, agencies, and localities to make the utmost effort and determination to implement the set tasks, goals, and targets; striving to achieve a growth rate of 9-10%. To achieve this, units and localities must continue to remove obstacles and create favorable conditions for businesses to boost production and business activities.

From the perspective that for the province to develop, businesses must develop, the head of the Provincial People's Committee requested that local departments and agencies thoroughly understand and implement the directives of General Secretary To Lam: Shift from a rigid state management mindset to a development mindset, effectively carrying out state management tasks while unlocking resources, absolutely eliminating the idea of ​​prohibiting what cannot be managed; simultaneously, promote decentralization to localities, with localities making decisions, taking action, and being responsible; proactively address the consequences of floods and continue disaster prevention from now until the end of the year; continue to promote consumption, support trade and service activities, and ensure the supply of goods towards the end of the year.

Chairman of the Provincial People's Committee Nguyen Duc Trung also directed the focus on resolving five key tasks in November. These include: the Department of Internal Affairs coordinating with other departments, agencies, and localities to proactively prepare the conditions for implementing the Resolution on the reorganization of administrative units after it is approved by the National Assembly and takes effect from December 1, 2024. Given the short timeframe, utmost focus is needed to ensure effective and high-quality implementation, minimizing disruption to people's lives and activities; and preparing the best possible conditions for the grassroots Party Congresses, especially in some pilot units.

Departments and agencies should focus on implementing the guiding documents related to the Land Law and the Housing Law as soon as possible, in accordance with the Prime Minister's directives. Some contents that have already been subject to consultation must be issued today; for documents still awaiting further feedback, a unified completion timeline must be agreed upon.

The head of the Provincial People's Committee also requested that the content be meticulously prepared for reporting to the Provincial Party Standing Committee, the Provincial Party Committee, and for presentation to the Provincial People's Council at the end of the year;

The relevant departments and agencies are requested to implement Plan 73 on the implementation of Resolution 137 of the National Assembly on supplementing pilot mechanisms and specific policies for the development of Nghe An province; and to prepare summary and evaluation reports for each sector and field in preparation for the political report to be presented at the 20th Provincial Party Congress.

Regarding public investment and accelerating key projects, Chairman of the Provincial People's Committee Nguyen Duc Trung requested that departments and localities closely follow directives to achieve a minimum disbursement rate of 95% for public investment, especially for the three National Target Programs. He noted key projects such as: the Ban Mong Reservoir Project, the Khe Lai - Vuc Mau Irrigation System Project, the Quynh Lap LNG Power Plant Project, the Cua Lo Deepwater Port Project, and the coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An); monitoring the implementation of the Vinh International Airport upgrade and expansion project and land clearance for the National Highway 7A project; paying attention to the disbursement of funds for disaster relief and compensation for land clearance for National Highway 1A; and disbursing 282 billion VND for greenhouse gas emission reduction.

Departments and agencies should proactively develop the socio-economic development plan and budget estimates for 2025; and the medium-term public investment plan for 2025, ensuring quality and progress. In addition, the Finance sector should implement the 2024 budget plan at the maximum level, avoiding an excessive increase in revenue from land use fees.

In the socio-cultural field, the sectors continued to implement the assigned contents and tasks…; promoted the connection between labor supply and demand, eliminated temporary and dilapidated houses; prepared for the 10th anniversary of the recognition of Ví and Giặm folk songs by UNESCO; and organized the National Unity Day effectively.

Regarding administrative reform and digital transformation, Chairman of the Provincial People's Committee Nguyen Duc Trung requested that heads of departments closely adhere to the tasks of Project 06 to implement and report on implementation solutions to the Provincial People's Committee; pay attention to advising on improving the innovation index; focus on researching and developing a project to establish a regional innovation center in the North Central region; improve the PCI index; and strengthen state management of the press and social media.

In implementing tasks related to national defense and security, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized the need to focus on resolving complex cases and mass complaints, with the perspective of serving the overall development of the province and the interests of the majority of the people.

Also this morning, members of the Provincial People's Committee discussed and gave opinions on draft resolutions to be submitted to the Provincial People's Council; and draft decisions, projects, and programs under the authority of the Provincial People's Committee.
