
On the afternoon of August 22nd, Prime Minister Pham Minh Chinh attended and chaired a nationwide online conference to summarize the 2024-2025 school year and implement tasks for the 2025-2026 school year. Co-chairing the conference were Deputy Prime Minister Le Thanh Long and Minister of Education and Training Nguyen Kim Son.
Provincial Party Secretary Nguyen Duy Lam, Chairman of the Provincial People's Committee Vo Trong Hai, and Vice Chairman of the Provincial People's Committee Duong Tat Thang chaired the Ha Tinh branch of the meeting.

The education sector has achieved many comprehensive results.
Reporting at the conference, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that in the 2024-2025 academic year, with a spirit of striving and overcoming all difficulties, the entire sector successfully carried out the tasks assigned by the Party, the National Assembly, the Government, and the Prime Minister; completed the key tasks and solutions for the academic year and achieved many important results.
The quality of education and training at all levels, from preschool to general education, continues to improve. Local authorities continue to focus on universal preschool, primary, and lower secondary education, as well as literacy programs. By June 2025, many provinces and cities will have been recognized as achieving higher levels of universal primary and lower secondary education and literacy. In the 2024-2025 school year, the enrollment rate of primary school students of the correct age will reach 99.7%; the enrollment rate of students completing the primary and lower secondary education programs will reach 98.23%.

The 2018 general education program was implemented comprehensively with all subjects and educational activities from grade 1 to grade 12 nationwide, completing the cycle of curriculum and textbook reform.
The Ministry of Education and Training also successfully organized the 2025 High School Graduation Examination with several unique features, including testing under two educational programs (for the first time, under the 2018 General Education Program). This was the largest examination ever, with over 1.16 million candidates and more than 200,000 officials directly involved.
The quality of advanced education continues to be affirmed, with Vietnamese student delegations participating in national and international science and technology competitions for high school students in the 2024-2025 academic year, as well as international and regional Olympiads, continuing to achieve high results.

Vietnam actively participates in large-scale international student assessment programs. The PISA national report, published on June 19, 2025, shows that Vietnam maintains a high ranking in the region, approaching the OECD average in all three subjects: Mathematics, Reading, and Science.
The teaching staff and education management personnel continue to grow in number and improve in quality. The Ministry of Education and Training, in coordination with the Ministry of Interior, has reviewed and reported to the Central Government on proposals to supplement the teaching staff for the 2024-2025 school year; localities have actively recruited for the allocated positions, thereby continuing to overcome the shortage in numbers and inadequacies in the structure of the teaching staff.
Digital transformation and the application of information technology in management, direction, and teaching and learning activities continue to be promoted. The industry's database system has been basically completed with 24.55 million records connected to the national database.
In order to effectively implement the Party and State's guidelines and policies on education and training, and to successfully achieve the set goals, the education and training sector has identified the theme for the 2025-2026 school year as: "Discipline - Creativity - Breakthrough - Development" with 10 key tasks and solutions.
In Ha Tinh, the 2024-2025 school year concluded amidst the shared joy of all officials and the people. Although the implementation of the school year faced many difficulties, thanks to the special attention of the Party committees and authorities at all levels, the involvement of the political system, and the entire population, the provincial education and training sector successfully completed its assigned tasks.
The Department of Education and Training of Ha Tinh province has proactively and effectively implemented the reorganization of the administrative apparatus and the establishment of a two-tiered local government. Local authorities have paid attention to and invested in the planning and arrangement of schools, facilities, and equipment; school grounds are green, clean, beautiful, and safe; and efforts are being made to build schools according to prescribed standards.
The effective implementation of digital transformation and the "Digital Literacy Movement" have created a widespread impact throughout the sector; the work of building green, clean, beautiful, and safe schools; and happy schools has received attention from local Party committees, authorities, and educational institutions, achieving good results.
The quality of mass education has undergone significant changes, creating breakthroughs: in the 2025 high school graduation exam, the average score of all subjects ranked second nationwide, with 11 out of 12 subjects having average scores in the top 10 nationwide, and 341 exam papers achieving a perfect score of 10.
Regarding the results of the national excellent student competition, Ha Tinh ranked 3rd nationwide in the percentage of participating students winning awards, 8th nationwide in the number of first prizes, and had one student win a Gold Medal at the International Mathematical Olympiad in 2025. In addition, students from Ha Tinh participated in many intellectual competitions and won high awards both domestically and internationally.
The enrollment process for the first grade is being carried out by schools according to plan; preparations are underway for the opening ceremony of the 2025-2026 school year, coinciding with the 80th anniversary of the establishment of the Ministry of National Education.

Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged, highly appreciated, and congratulated the education and training sector on the important results achieved in the past academic year.
Emphasizing several key tasks for the coming period, the Prime Minister requested the Ministry of Education and Training, localities, and units to focus on thoroughly preparing the conditions for the new school year. He urged continued focus on effectively implementing the main viewpoint and orientation: students are the center and subject; teachers are the driving force; schools are the support; families are the foundation; and society is the basis.
Furthermore, it is necessary to innovate and create breakthroughs in the development of laws on education and training; institutionalize the viewpoints, objectives, tasks, and solutions assigned according to the Politburo's resolution and other Party documents on breakthroughs in education and training development. Effectively implement the "Each Education and Training Sector Emulation Movement for Innovation, Improvement of Education and Training Quality, and Provision of High-Quality Human Resources to Meet National Development Requirements" for the period 2025-2030 and other emulation movements launched by the Prime Minister.
The Prime Minister stated that it is necessary to focus on transforming the status and tasks of the education and training sector into a common task of the entire political system, of all people, and of the whole society; and to continue shifting from equipping students with knowledge to developing their comprehensive capabilities.
"All thinking, methodologies, approaches, and solutions to problems in education and training must continue to be reformed even more strongly, in the direction that all citizens must have equal access to education and training, especially the disadvantaged, those in remote areas, border regions, islands, and ethnic minority areas. In addition, it is necessary to develop more advanced, modern, and practical curricula and textbooks," the Prime Minister emphasized.
