On December 1, the Ministry of Education and Training held a workshop to assess the implementation of vocational education and continuing education contents in the 2021-2025 period, with orientations for the 2026-2030 period, held at Dong An High Technology College (HCMC).

At the workshop, Prof. Dr. Le Quan, Deputy Minister of Education and Training, said that the ministry is finalizing regulations on vocational high school standards. This is a model that is expected to soon provide a technical workforce for the market.

Vocational high schools can be assigned a stable staff of cultural teachers, instead of depending on teaching contracts or partnerships as before.

This approach can be extended to colleges as well. The Deputy Minister said that cooperation with high schools or continuing education centers is still an option, but in the long term, it is best for schools to have their own cultural teachers to be proactive in quality and programs.

He cited that many colleges today have high school cultural teaching quality that meets the professional and experience requirements not inferior to some high schools. Recruitment is also relatively easy.

Therefore, organizing cultural teaching in vocational training facilities is completely feasible and is not a big obstacle.

He stressed that junior colleges do not necessarily have to be converted into vocational high schools. Instead, vocational high school programs can be taught right in the school.

However, the Deputy Minister suggested that it is necessary to carefully calculate the conversion roadmap, especially when many units are currently building projects to become vocational high schools.

Colleges can open vocational high school programs right in the school, creating a seamless path from vocational high school to college.

According to Professor Le Quan, in terms of general cultural knowledge, vocational secondary school programs can be equivalent to high school, but the key point is that the ratio of practice time and internship at enterprises is very high.

Thanks to that, students can both study culture and accumulate vocational skills and credits to advance to college faster and "touch" the production environment early.

In this vocational high school model, the Deputy Minister emphasized that developing a boarding model at vocational high schools will create conditions for students from far away to study stably, along with appropriate support policies.

Regarding the teaching method, the Deputy Minister affirmed that there will be no rigid model. Schools can flexibly open classes at many locations, combine online teaching or cooperate with educational units to implement the online learning - practice model.

Thereby, the cultural program in vocational high schools both ensures knowledge standards and adapts to the conditions of each region. At the same time, the facilities can combine the strengths of equipment and facilities for optimization.

Regarding the network of continuing education and vocational education, Professor Dr. Le Quan said that the Ministry of Education and Training has worked with the Ministry of Home Affairs to unify the view that the model of continuing education and vocational education centers does not necessarily have to "cover" all localities.

In places with a high density of colleges and secondary schools, these facilities can completely undertake the function of cultural and vocational training, helping to avoid dispersion of resources.

However, in mountainous and remote areas where learners lack access to vocational schools, continuing education centers can still be maintained as a suitable form of learning.

In addition, the 3-6 month short-term training system, elementary courses and quick skills training forms will continue to be maintained, in accordance with the needs of the labor market and the response capacity of each training facility.
