Binh Tan District People's Committee, Ho Chi Minh City responds to teachers' feedback about the Principal of Kim Dong Primary School
The People's Committee of Binh Tan District (HCMC) has responded to teachers' feedback on some remaining issues and lack of transparency of the Principal of Kim Dong Primary School when organizing and implementing the work of evaluating and classifying professional standards for general teachers at the end of the 2021-2022 school year.
According to the petition sent to the People's Committee of Binh Tan District on May 9, 2023, teachers of Kim Dong Primary School reflected the following contents: Organizing and implementing the work of evaluating and classifying professional standards for general teachers at the end of the 2021-2022 school year at the unit; carrying out the work of selecting and proposing rewards for individual and collective titles according to the guidance documents of the Department of Education and Training; the principal did not publicly announce the results of the initiative assessment for the 2021-2022 school year.
Many shortcomings in assessment and classification
Based on the verification of the case file, the People's Committee of Binh Tan District responded as follows: Through inspection and review, the People's Committee of the district verified that the teacher's reflection was well-founded. The organization and implementation of the work of evaluating and classifying professional standards for general teachers, the work of selecting and proposing rewards for individual and collective titles according to the guidance documents of the Department of Education and Training and the public announcement of the results of the 2021-2022 school year initiative assessment at Kim Dong Primary School had limitations and shortcomings.
The People's Committee of Binh Tan District also pointed out that the Principal of Kim Dong Primary School has not provided documents related to the assessment and classification of professional standards for general teachers at the end of the 2021-2022 school year. The Principal has not provided evidence showing the public disclosure of the assessment results; only providing the results of the assessment and classification of professional standards for general teachers at the end of the 2021-2022 school year based on industry data.
At the same time, the school principal has not yet implemented and publicized the work of selecting and proposing rewards for individual and collective titles according to the guidance documents of the education and training sector, nor has he publicly announced the results of the initiative evaluation for the 2021-2022 school year...
Require the principal to develop specific solutions to overcome the problem.
On that basis, the People's Committee of Binh Tan District directed the Principal of Kim Dong Primary School to seriously learn from the limitations and shortcomings.
Criticize the Principal of Kim Dong Primary School for not being proactive and coordinating well with the advisory agency to perform assigned tasks, specifically: Not reporting full content as requested; not providing related records and documents, leading to delays and prolongation in handling citizens' petitions, affecting the direction and administration of the District People's Committee.
The People's Committee of Binh Tan District requested the Principal of Kim Dong Primary School to develop specific solutions to overcome and rectify immediately in the work, avoiding repeating the limitations and shortcomings that have been concluded. In particular, it is necessary to spend a lot of time carefully studying the relevant legal regulations, directives and instructions of the industry to implement, ensuring compliance with regulations. Seriously rectify the coordination with agencies and units under the district to complete the tasks assigned by the People's Committee of the district.
Previously, in early September, the People's Committee of Binh Tan District issued Decision No. 6573 on disciplining Ms. Nguyen Thi Hong Nhung, Principal of Kim Dong Primary School, related to financial and management violations, including not reducing teaching hours for teachers. Accordingly, considering the report of the Disciplinary Council for Civil Servants and the Head of the Internal Affairs Department of Binh Tan District in the submission No. 2289 dated September 6, the Chairman of the People's Committee of Binh Tan District decided to discipline the Principal of Kim Dong Primary School, in the form of a reprimand. This decision is effective for one year.
