Báo Thanh niênBáo Thanh niên07/12/2023

The document, signed by the Chairman of the Vietnam Education Trade Union, Nguyen Ngoc An, was sent to education trade unions in all provinces and cities nationwide.

Mr. Nguyen Ngoc An stated that immediately after receiving information regarding the incident of a student behaving disrespectfully towards a female teacher at Van Phu Secondary School (Son Duong District, Tuyen Quang Province ), on November 29th, the Vietnam Education Union directed the Tuyen Quang Provincial Education Union to coordinate with the Son Duong District Labor Federation to strictly handle the case. This includes resolutely addressing violations of ethics, lifestyle, and insults towards teachers in educational institutions.

The incident in which a teacher was cornered and verbally abused by a group of students prompted the Vietnam Education Union to issue a document requesting increased protection for teachers.

Following this incident, the Vietnam Education Union issued a document requesting that the education unions of provinces and cities propose and coordinate with the Departments of Education and Training; and units and schools to strengthen measures to educate students and enforce school discipline and order.

Strictly adhere to and implement the principle: "Teachers act like teachers - students act like students" in all schools. Simultaneously, direct school trade unions to review information, identify emerging issues, and promptly intervene, resolve, and correct them to prevent violations of teacher ethics and student discipline. This is especially important for issues related to school management and administration.

The Vietnam Education Union directs its branches, in coordination with the labor federations of districts and counties, to instruct the trade unions of schools in their areas to take measures to protect the honor, dignity, and lives of teachers and workers.

Continue to effectively implement measures to enhance pedagogical skills and teacher ethics to meet the requirements and tasks in the new situation. This includes focusing on supporting teachers to have solid professional competence; skills in handling and resolving pedagogical situations; and responsibility in protecting personal honor and the reputation and honor of the school and the education sector.

"Urge the social opinion collaborators of the Vietnam Education Union in schools to promptly identify and report emerging issues in order to receive specific guidance," the document stated.

On the morning of December 7th, confirming to the press, Mr. Giang Tuan Anh, Chairman of the People's Committee of Son Duong District (Tuyen Quang), stated that Decision No. 7710 had been issued to temporarily suspend Mr. Tran Duy Sang, Principal of Van Phu Secondary School (Van Phu Commune, Son Duong District), from his position and duties for 15 days to facilitate the verification and clarification of matters related to the school's teacher management.

Previously, as Thanh Nien newspaper reported, at around 10:30 AM on November 29th, at Van Phu Secondary School, during the third music lesson for class 7C, teacher Phan Thi H. entered the classroom but some students were still outside and had not yet come in to teach.

When Ms. H. reminded them of the rules, some students reacted negatively. A short while later, some students asked to leave the classroom, but Ms. H. refused. After that, misunderstandings arose between the teacher and the students during class.

After finishing the third lesson of class 7C, Ms. H. went to teach the fourth lesson in class 6A. Following the lesson, some students from class 7C went to class 6A and continued to make inappropriate remarks and behave improperly towards Ms. H. (using foul language, insulting the teacher, recording videos and posting them on Facebook).

Upon receiving information about the incident, the District People's Committee directed the Department of Education and Training to take the lead in coordinating with the Department of Internal Affairs, the District Police, and other relevant agencies to investigate, verify, and resolve the matter, and report back in accordance with regulations.

On December 6th, the Ministry of Education and Training issued an urgent directive regarding this incident, requesting local authorities to strictly handle the serious ethical violations committed by the student against the teacher. That same afternoon, at the regular November government press conference, Deputy Minister of Education and Training Hoang Minh Son stated that this was "a very serious incident involving unacceptable behavior."
