On August 14, in Hanoi , the Central Steering Committee on Anti-Corruption and Negativity (Steering Committee) held its 26th meeting to discuss and give opinions on 3 contents: Report on the situation and results of the implementation of the Work Program in the first 6 months of 2024 and key tasks in the last 6 months of 2024; Report on the results of directing and handling cases and cases under the supervision and direction of the Steering Committee since the 25th meeting of the Steering Committee up to now; Report on the results of the activities of the Provincial Steering Committee on Anti-Corruption and Negativity in the first 6 months of 2024.

Handling many unprecedented cases

At the meeting, through discussion, the Steering Committee agreed that from the beginning of 2024 until now, despite facing many difficulties and challenges, due to unprecedented arising issues, under the leadership and direction of the late General Secretary Nguyen Phu Trong, Head of the Steering Committee and the high solidarity and unity of the entire Party, people and army, together with the efforts, attempts, close, smooth and effective coordination of functional agencies, the work of preventing and combating corruption and negativity continues to be strongly promoted, contributing significantly to the work of Party building and rectification, maintaining political stability, promoting socio-economic development, strengthening and consolidating people's trust.

Notably, many Party regulations and State laws have been amended, supplemented, and newly issued, directly serving the work of preventing and combating corruption and negativity.

The Politburo and Secretariat have issued more than 30 important documents on Party building and rectification, the political system, and the prevention and fight against corruption and negativity. The National Assembly has passed 13 laws, issued 3 resolutions, and reviewed and commented on 10 draft laws, many of which are directly related to the prevention and fight against corruption and negativity.

The Government and the Prime Minister issued 98 decrees and 207 decisions; ministries and branches issued more than 300 circulars; in particular, the National Assembly and the Government directed the review and overcoming of loopholes, inadequacies, contradictions, overlaps, and obstacles in many legal documents on socio-economic management and prevention and combat of corruption and negativity, contributing to the creation of a synchronous, strict, unified, and feasible legal system, limiting conditions that are easily exploited for corruption and negativity.

Inspection, supervision, auditing and auditing work continues to be promoted; violations are strictly handled, associated with handling political responsibilities of leaders, creating a new breakthrough in the work of preventing and combating corruption and negativity.

In the first 6 months of 2024, Party committees and inspection committees at all levels disciplined 308 Party organizations and 11,005 Party members (an increase of 34 Party organizations and 1,055 Party members compared to the same period in 2023). The Central Executive Committee, the Politburo, the Secretariat, and the Central Inspection Committee disciplined 47 officials under the Central Committee's management.

The Inspection and Auditing sector focused on inspecting and auditing areas and areas prone to corruption and negativity, and topics and cases under the direction of the Steering Committee; through inspection and auditing, it recommended the recovery and financial handling of VND 71,431.6 billion and 24.9 hectares of land; recommended administrative handling of 856 groups and 3,862 individuals (an increase of 72 groups and 950 individuals compared to the same period in 2023). The coordination mechanism in detecting and handling corruption and negativity through inspection, auditing, investigation, prosecution, trial, and execution of judgments continued to be promoted; the authorities transferred 269 cases with signs of crime to the investigation agency for investigation and handling in accordance with the provisions of law.

The State Audit has provided 89 records, audit reports and related documents to competent authorities to serve the investigation, inspection and supervision work. Since the beginning of the year, competent authorities have considered removing from office, retiring from work, and assigning other jobs to 14 officials under the management of the Central Government and 172 officials under the management of local Party committees, regarding the responsibility of the head or related to corruption and negative cases and incidents; including 5 Politburo members, 1 member of the Secretariat and 4 members of the Party Central Committee.

Investigation, prosecution and trial work were directed to be carried out strongly and resolutely. Many particularly serious corruption and negative cases, involving many ministries, sectors and localities, were directed to be strictly handled in accordance with the motto "handling one case, warning an entire region, an entire field," "no forbidden areas, no exceptions."

In the first 6 months of 2024, nationwide, 2,836 new cases/5,975 defendants were prosecuted and investigated for corruption, economic and position crimes (an increase of 841 cases, 1,487 defendants compared to the same period in 2023).

Particularly, the cases and incidents under the supervision and direction of the Steering Committee have completed investigation, prosecution, and brought to first instance trial 8 cases/212 defendants, and 6 cases/39 defendants to appeal trial.

The Provincial Steering Committee for Anti-Corruption and Negative Behavior has been operating more and more systematically and effectively, creating many positive changes in the work of preventing and combating corruption and negative behavior at the local level.

In the first 6 months of 2024, the provincial Steering Committees decided to put 107 corruption and negative cases under monitoring and direction for focused direction and handling; local prosecution agencies initiated new prosecutions of 444 cases/1,003 defendants for corruption.

Many localities have discovered and strictly handled many corruption cases that occurred many years ago; prosecuted officials under the management of provincial and municipal Party Committees, and leaders at the department and district levels of the localities, typically Ha Giang, Yen Bai, Lao Cai, Thai Binh, Gia Lai, Ba Ria-Vung Tau, Binh Thuan, An Giang, Bac Ninh, Binh Dinh, and Nghe An.

Authorities have strictly implemented measures to control power and prevent corruption and negativity in inspection, supervision, auditing, investigation, prosecution, trial and execution of judgments.

In the first 6 months of 2024, more than 150 cases of corruption and negativity were detected and handled, of which more than 50 cases were criminally prosecuted.

The work of recovering corrupt assets, appraising and valuing assets continues to receive attention and direction, with many positive changes. Prosecution agencies have proactively applied many measures to verify, track down and recover misappropriated and lost assets.

Particularly for cases and incidents under the supervision and direction of the Steering Committee in the first 6 months of 2024, civil enforcement agencies have recovered nearly 7,750 billion VND, bringing the total amount recovered since the establishment of the Steering Committee to date to 85,520 billion VND.

Information and propaganda work on preventing and combating corruption and negativity continues to be promoted. Media and press agencies have actively and extensively promoted the work of preventing and combating corruption and negativity; in particular, they have strongly promoted the example of revolutionary morality, simple, pure, honest lifestyle, dedicated, scientific, in-depth, and resolute working style, and the thoughts and guiding views of the late General Secretary Nguyen Phu Trong on the work of preventing and combating corruption and negativity.

At the same time, it affirms the determination, continuity, non-stop, unceasing, resolute, and persistent fight against corruption and negativity of General Secretary and President To Lam, creating a widespread spread in society, strengthening people's trust in the Party and State's determination to fight corruption and negativity.

Prosecute one case, warn the whole region, the whole field

Concluding the meeting, General Secretary and President To Lam, Head of the Steering Committee, commended the internal affairs, inspection, auditing, police, military, prosecutors, courts, and judiciary agencies for their efforts, close coordination, timely direction, and removal of difficulties and obstacles to speed up the investigation and handling of cases, and the discovery of many unprecedented cases.

Proactively identify and determine key areas, initiate new prosecutions, expand investigations to clarify the nature of corruption, collusion, and group interests, resolutely handle violations, long-standing cases, and newly arising cases involving many sectors and localities.

The cases were handled with strict but also very humane sentences, resolutely handling political responsibility, leaders who let corruption and negativity happen in the fields, localities, and agencies assigned to manage and be in charge, violating exemplary responsibilities, things that party members are not allowed to do.

In the last months of 2024 and the coming time, General Secretary and President To Lam requested that Party committees, Party organizations, and functional agencies absolutely must not be subjective or satisfied with the results achieved, but must continue to strongly and synchronously deploy solutions; resolutely and persistently fight against corruption and negativity according to the motto "non-stop, without rest, no forbidden zones, no exceptions, no matter who the person is; prosecute one case, alert the whole region, the whole field."

The General Secretary and President emphasized that preventing and combating corruption and negativity must serve socio-economic development, and not affect or hinder socio-economic development because of promoting this work.

From now until the end of 2024 and the coming years, the work of preventing and combating corruption and negativity must be associated with the good organization of party congresses at all levels and the 14th National Party Congress, not allowing corruption, negativity, ideological, political, moral, lifestyle degradation, violations of Party discipline, and violations of the law to enter the Party Committee...

The fight against corruption and negativity must meet the requirements of serving socio-economic development well, accelerating the completion of the goals set by the 13th National Party Congress.

Speed ​​up the progress of building and perfecting a synchronous system of anti-corruption and anti-negativity institutions, remove bottlenecks and obstacles, avoid the situation of "cadres not daring to do, not being allowed to do, and not being able to do" and maintain stability for national development, not hindering development but achieving dual goals.

Improve the effectiveness of measures to prevent corruption and negativity, further improve propaganda, education, culture building, integrity, anti-corruption, anti-negativity; effectively implement political regulations, revolutionary ethical standards, cadres and party members in the new period; strengthen control, exercise power, strictly and promptly handle corruption and negativity violations in agencies with the function of preventing and combating corruption and negativity; strengthen and improve the effectiveness and efficiency of supervision of elected bodies, the Vietnam Fatherland Front, socio-political organizations, the press and the people in the work of preventing and combating corruption and negativity.

Emphasizing that the work of preventing and combating corruption and negativity must be deployed to the grassroots level of the Party and Party cells, and must be supervised by cadres, Party members and the people. General Secretary and President To Lam requested that the Party's policies and work of preventing and combating corruption and negativity must be included in the regular activities of Party cells and thoroughly communicated to each Party member; continue to direct the further improvement of the effectiveness of the Steering Committee for preventing and combating corruption and negativity at the provincial level, and promote the work of preventing and combating corruption and negativity at the local and grassroots levels.

Paying special attention to the work of preventing and combating negativity, especially negative manifestations that are the origin and cause of corruption, General Secretary and President To Lam pointed out the work of preventing and combating corruption and negativity, in which negativity leads to corruption, hindering development as the late General Secretary Nguyen Phu Trong said, degradation in ideology, politics, morality, and lifestyle leads to corruption and negativity.

The General Secretary and President requested to focus on leading and directing the effective implementation of tasks according to the 2024 Work Program of the Steering Committee and the conclusions of the sessions and meetings of the Steering Committee and the Standing Committee of the Steering Committee, focusing on the following main tasks:

Firstly, focus on directing the resolute handling of weak points and unfinished work, especially directing the resolute handling of limitations, difficulties and obstacles in the work of appraisal, asset valuation, document provision, judicial assistance, arrest and extradition of fugitives; difficulties and obstacles in recovering corrupt assets, and having strong solutions to overcome the situation of "petty corruption" that causes trouble for people and businesses. Speed ​​up the verification and investigation of serious, complicated corruption and negative acts that are of public concern.

Strive from now until the end of 2024 to focus on completing the investigation, prosecution, and trial of 30 cases; completing the verification and resolution of 6 cases under the monitoring and direction of the Steering Committee.

In particular, focus on investigating and thoroughly handling cases and incidents related to AIC Company, Xuyen Viet Oil, Vietnam Electricity Group, Thuan An Group, Phuc Son, Van Thinh Phat, Saigon Dai Ninh project (Lam Dong),... and cases and incidents related to party congress personnel at all levels.

Second, direct the continued promotion of the development and synchronous completion of institutions to prevent and combat corruption and negativity. The focus is on completing institutions on power control, prevention and combat of corruption and negativity; on protecting those fighting against corruption and negativity; on controlling assets and income of people with positions and powers; on handling evidence and assets temporarily seized, seized, or frozen during the investigation, prosecution, and trial of cases and incidents; on non-cash payments, etc.

Urgently overcome loopholes and inadequacies in mechanisms, policies and laws according to recommendations of competent authorities.

Third, direct the promotion, synchronization, and effectiveness of inspection, supervision, auditing, and auditing work, focusing on areas prone to corruption and negativity, and on topics and cases as directed by the Steering Committee.

In particular, focus on inspecting and thoroughly handling violations of party organizations and party members related to cases and incidents occurring at Phuc Son Group, Thuan An Group, AIC Company...

Fourth, continue to direct the improvement of the effectiveness of information, propaganda and education work on preventing and combating corruption and negativity, persistently building a culture of integrity, no corruption and negativity among cadres, party members and people.

Strongly promote the role of the Vietnam Fatherland Front, socio-political organizations, the press and people in the fight against corruption and negativity.

Fifth, continue to direct the improvement of the effectiveness of the provincial Steering Committee for Anti-Corruption and Negative Behavior; effectively overcome the situation of "petty corruption", creating a stronger change in the work of preventing and combating corruption and negative behaviors at the local level.

Strengthen control over the exercise of power, strictly and promptly handle violations, corruption and negativity in agencies with the function of preventing and combating corruption and negativity.

Also at this meeting, the Steering Committee agreed to end the direction of handling 7 cases, 5 cases under the supervision and direction of the Steering Committee and 11 cases under the supervision of the Central Internal Affairs Committee because the settlement has been completed according to legal regulations.
