Propaganda work on maritime and island issues needs to be continuous and of great importance in raising awareness and love for the sea and islands among the people, and motivating the forces currently managing and protecting the sovereignty of the Fatherland's sea and islands.

In a recent interview with the press, Rear Admiral Pham Van Luyen, Deputy Head of the Political Department of the Navy, stated that propaganda work regarding the sea and islands has only a beginning, not an end. Therefore, this is a continuous and important task to raise awareness and love for the sea and islands among the people, and to motivate the forces currently managing and firmly protecting the sovereignty of the Fatherland's sea and islands.
Implemented comprehensively and synchronously, with many achievements.
In 2023, the situation in the South China Sea was assessed as having many new developments, profoundly impacting overall security in the region and directly affecting the struggle to protect the sovereignty of the nation's seas and islands.

However, over the past year, with its function and nhiệm vụ as the core force managing and protecting the sea and islands, the Navy has actively and proactively implemented a comprehensive and synchronized approach to its work, strengthening coordination in disseminating information about the sea and islands with 63 provinces and cities, and 16 central agencies, ministries, and branches. The outstanding results were shared by Rear Admiral Do Van Yen, Deputy Political Commissar of the Navy, at the Conference summarizing the work on external information, propaganda about the sea and islands, demarcation, and land border management in 2023, held on December 22nd in Hanoi, including:
Firstly , the coordination of propaganda work regarding the sea and islands has always received consistent, comprehensive, and effective attention, leadership, guidance, coordination, and assistance from the Party committees, governments, and people of localities, as well as central agencies, ministries, and departments. Many movements such as "Solidarity with the Border and Islands"; "Journey for the Homeland's Sea and Islands"; and activities such as exhibitions of maps and documents about the sea and islands have yielded effective results and had a strong ripple effect.
Secondly , coordinated propaganda activities on the sea and islands have closely followed practical realities, been implemented actively, proactively, and responsibly at many levels and sectors, with the participation of many forces, and diverse in content and rich in forms of implementation. Agencies and units within the Navy have coordinated with units and localities to organize 950 propaganda sessions with over 450,000 participants; central and local news agencies and media outlets have coordinated to publish 9,760 news articles, reports, photos, and clips on the activities of the Vietnam People's Navy in protecting the sovereignty of the sea and islands.
Thirdly , through coordinated propaganda efforts regarding the sea and islands, we contribute to fostering patriotism, promoting national pride, and strengthening the people's trust in the Party's leadership and the State's management and administration. Through material and spiritual support activities, the political and spiritual potential and the people's support at sea are increasingly strengthened, and the position and strength of the Fatherland's sea and islands, especially Truong Sa and the DKI platform, are becoming more solid. The Navy successfully organized 21 ship voyages and 2 aircraft flights to welcome 4,431 delegates from central and local ministries, departments, businesses, social organizations, and overseas Vietnamese to visit Truong Sa, DKI, and other islands in the southwestern sea region of the Fatherland.
Fourthly, through coordinated activities to disseminate information about the sea and islands, local Party committees, governments, agencies, and units have had the opportunity to study and understand the practical situation, developments at sea, and new actions of foreign countries in the East Sea, serving the leadership, direction, and state management of the sea and islands in general, and the dissemination of information about the sea and islands in particular.
Things have gone well, but they still need to be better.
According to Rear Admiral Pham Van Luyen, the work of disseminating information about the sea and islands cannot end and cannot stop. To successfully accomplish the assigned tasks, Rear Admiral Pham Van Luyen emphasized several important tasks for the Navy in the coming period.
Specifically, the Navy needs to thoroughly understand the resolutions, directives, and conclusions of the Party, State, Central Military Commission, and Ministry of National Defense on protecting maritime sovereignty; proactively research and closely monitor developments at sea to improve its ability to analyze, assess, and forecast, and promptly advise the Party, State, Central Military Commission, and Ministry of National Defense on strategic policies and solutions; flexibly and appropriately handle complex situations at sea, avoiding passivity and surprise; and promptly provide official information and guidance to officers, soldiers, and the people when complex situations arise on the ground.
Furthermore, directing forces operating at sea is crucial to promptly detect, publicize, and resolutely combat any forces infringing upon our sovereignty, sovereign rights, and jurisdiction in our maritime areas and islands; to educate and encourage fishermen not to engage in illegal, unreported, or unregulated fishing; and to effectively utilize the harbors and fishing villages in the Truong Sa archipelago and the forces operating on the islands and offshore platforms to readily assist the people in preventing, mitigating, and overcoming the consequences of natural disasters, and in search and rescue operations, always serving as a solid support for fishermen to confidently venture out to sea and maintain their livelihoods.
Furthermore, the Navy needs to continue effectively implementing the coordinated program for disseminating information about the sea and islands, as signed with localities, agencies, and units. This includes focusing on improving the quality of conferences, seminars, and exhibitions; organizing delegations to visit the Truong Sa archipelago, the DKI platform, and other islands nationwide; and combining propaganda work with the effective organization of movements and campaigns focused on the sea and islands, launched by the central government, localities, and units.
In parallel, the Navy also needs to make efforts to coordinate the dissemination of information about major political events of the country, the Army, and the Navy; to publicize exemplary individuals and models of willpower, determination, and high responsibility in performing their duties; and to highlight the concern of the Party, the State, and the People for the military and civilians of Truong Sa island district, the DKI platform, and other sea and island areas of the Fatherland.
Clearly, the situation in the East Sea is expected to remain difficult and complex; therefore, the work of disseminating information about the sea and islands needs to be actively and effectively implemented, contributing to the successful fulfillment of the sacred task of protecting the sovereignty of the nation's seas and islands.
