In 2006, Shen served as the Secretary of the Shanghai Municipal Disciplinary Inspection Commission and rose to prominence for handling the corruption case of former Shanghai Party Secretary and Mayor Chen Liangyu.

In 2018, he became a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top political advisory body, and was elected chairman of the CPPCC's Committee on Social and Legal Affairs.
Mr. Tham was investigated from March 2022 for suspected serious violations of law and discipline. Subsequently, he was expelled from the party, stripped of all his positions, and arrested on suspicion of accepting bribes.

Shen is one of the highest-ranking officials to be implicated in corruption since President Xi Jinping shifted the focus of his anti-corruption campaign to law enforcement and security forces in 2021. Former Public Security Ministers Sun Lijun and Fu Zhenghua were both imprisoned for corruption during this period. Police chiefs in major cities like Chongqing and Shanghai, along with other intelligence and judicial officials, also fell from grace.
