Da Nang: Disbursement of funds for the National Target Program for socio-economic development in ethnic minority and mountainous areas reaches 43%.

DNO - On the morning of December 16th, Vice Chairman of the City People's Committee Tran Anh Tuan chaired a working session with departments, agencies, and units under the city to hear reports assessing the implementation situation and disbursement progress of the National Target Program for socio-economic development in ethnic minority and mountainous areas, and the National Target Program for sustainable poverty reduction in 2025.

The total planned capital for implementing the National Target Program for socio -economic development in ethnic minority and mountainous areas in Da Nang City in 2025 (including funds carried over from previous years) is nearly 1,128 billion VND. Of this, investment capital accounts for 562.6 billion VND; and recurrent expenditure capital is over 565 billion VND.

By November 30, 2025, the total disbursed value of the program reached over 480.3/1,127.8 billion VND, accounting for 43% of the plan. Of this, investment capital accounted for 47% and operational capital accounted for 38%.

For the National Target Program on Sustainable Poverty Reduction, the total planned program capital for 2025 for the departments, agencies, and units under the People's Committee of the city (including capital from 2022 and 2023 carried over to 2024) is over 71.8 billion VND; of which the central budget accounts for over 61 billion VND, and the city budget accounts for over 10.6 billion VND.

As of December 15, 2025, over 44.6/71.8 billion VND had been disbursed, reaching 62% of the plan (Central government budget reached 63%; city budget reached 57%).

At the meeting, representatives from various departments and units reported that the disbursement of investment capital for 2025 (including capital carried over from previous years) is still slow, reaching only nearly 43%. After the City People's Committee reassigned the capital plan, the units were slow in allocating funds to departments and divisions for implementation, affecting the overall progress.

Furthermore, recent heavy rains, floods, and landslides have hampered transportation and the delivery of materials, affecting construction progress. Funding allocation prioritizes poor areas, ethnic minority regions, and mountainous areas with difficult transportation conditions and unfavorable weather. Personnel monitoring poverty reduction efforts in provincial departments, agencies, and communes have changed due to organizational restructuring.

Many projects have generated new workloads, and departments and units are continuing to complete settlement documents. Departments and units are striving to complete disbursement before December 31, 2025 for recurrent expenditures and before January 31, 2026 for investment funds.

According to Vice Chairman of the City People's Committee Tran Anh Tuan, the disbursement of funds for national target programs on socio-economic development in ethnic minority and mountainous areas, and sustainable poverty reduction in 2025, is still low. However, the amount awaiting payment and disbursement is relatively large.

The Vice Chairman of the City People's Committee requested that departments, agencies, and units focus on completing disbursement documents according to regulations, while continuing to review each funding source and project progress in detail; proactively coordinate to resolve difficulties and obstacles, and strive to accelerate disbursement progress in the remaining time of the year.
